If there's one thing that every super worth their salt knew about Emerald City, it was that there was always something going on somewhere.
Probably.
If there was, Geata was having no luck in finding it yet. He had been wandering around for so long he no longer had any clue where he was. There wasn't even a distant police siren for him to chase down. And he wasn't exactly suited to going about, causing mass panic just for kicks. He could always go disturb one of the various supers he knew, but they all either wanted him dead or could potentially want him dead if they had to deal with him too much more. It wasn't quite worth the risk, as far as he was concerned.
Suddenly, a scream not too far off caught his attention. It felt like a bad plot device to just make something happen, but at that point he wasn't going to be picky. He started running towards the source, feeling guilty about just how happy he was that somebody needed help.

Plague Doctor was on patrol; in full costume because... Well, he had appearances to keep up? Right? It was an off day for him. Nobody needed his help it seemed like.
Only thing to do, he thought to himself. Is to go back to the boarding house and watch the news for fun stuff.
That was when he heard a scream; a plea for help. "Oh, man! Here's my chance!" He said out loud then calmed down. Someone was in danger. Don't be that guy who is so desperate to do something that he can't even save the day.
He ran towards the sound of the scream. Pushing past civillians who were in his way.

Wrath rolled her eyes as the woman screamed. The flames she placed around them weren't even that close to the dumb broad. She looked down disdainfully at the man that laid before her. He was in an outlandish purple suit and that pile of ash next to him had been some fancy hat. She would never understand pimps and their fashion sense. His legs had been shattered in several places, making it impossible for him to stand. His face was currently under her foot, being forcefully smeared against the concrete. The petite red head could hear him mumbling from beneath her foot, that made her pause. Stepping off she yanked him off the ground by his hair. He cried out in pain as he was brought face to face with his tormentor.
"I hope that's you telling me where the fuck the money you owe me is. Otherwise you're going to see me get bloody pissed."
The man gasped in pain as blood dripped down his face. The woman began to move, trying to leave the alley. Wrath snapped her head towards the woman, freezing her in place. This made the little one smirk.
"See? If you were as obedient as your property over there you wouldn't be in this mess. Now what the hell did you say?"
"I-I said d-don't hurt h-her."
The man coughed, blood splattering across the ground. It became apparent that she had broken some of his ribs when she threw him against the wall earlier. She raised her spare hand and the flames that had surrounded them turned their focus to the frightened but unharmed woman. She called out to her pimp as they drew closer.
"Oh? So she is important to you? Lucky little ho, being close to daddy. Unfortunately," she paused as she forced him to watch the flames lick at her skin,"It will get her killed."
The woman wailed and the pimp begged her to stop. If not for him than for the fact that she was pregnant. She looked down at him. After a moment of silence and staring into his pleading eyes, she smirked.
"Well I guess I have just saved the brat from having a good for nothing father like you. It'll be my good deed for the day." She chuckled.
With a final snap of her fingers the flames completely covered the woman, not a shred of flesh or clothing to be seen. The victim burned alive, the pungent smell of burning flesh along with the woman's dying wails, filling the air. The beaten man next to her watched in horror as the flames and screams died to only leave a pile of cremated remains.
"You're a monster." He ground out.
"A monster you owe money. Now you either hand it over or you will follow her."

Geata stared blankly at the remains of the woman. He had arrived just a little too late, but he was there in time to see- and hear- enough. Of all the times to be late, he couldn't believe that he chose then. It was horrifying to see what some people did with their powers when left unchecked, and looking at the situation before him, the young super could tell for sure that the small girl needed someone to stop her before she made things worse.
"Let go of him," he said finally. He stepped out to where he knew he was going to be seen. "Nothing else, you won't ever get your money if he's dead, or am I missing something?" He was furious, and if the girl so much as blinked the wrong way he was ready to fight. Nothing else registered to him at that moment besides the charred ashes and the red haired girl.
"Why?"
It was a simple question, but one he knew full well that she would understand.

As PD arrived; he overheard a single word. Why? The screaming had stopped as well. He knew what had happened before he even walked into the scene. He smelled it before he saw it. If it weren't for the mask he might've vomitted himself.
As he came close; he saw a sobbing man being held up by what could only be described as a terrifying 12 year old. Looking around for a second; he noticed a man in a skull mask and street clothes. Was he a civillian? Was he a hero? He certainly didn't recognize him from the Bulwark.
The one thing he didn't see; was a woman. But he had a feeling that he knew where she was. He turned his head and saw a pile of greasy ash. Oh... Oh god...
He lifted his hand towards the girl and began attempting to use his abilities on her. In a bid to hopefully make her drop the man.

Wrath lazily turned her head towards the intruders. What did these two think they were, heroes? Please. These two punks weren't saving anybody. Then the silver masked one made an annoying point. She needed that cash for rent. Frowning she looked down at the bloody, simpering mess in her hand. He was worth more to her alive than dead. Great. However....
"I'm shocked that you two aren't thanking me for taking damned criminals off the streets."
Her words were nonchalant as dropped him. Her victim whimpered in pain as she faced both of the intruders. Her stomach twisted for a moment but it was easily pushed away. One did not work around burning flesh as often as she did without getting used to the nausea involved. She chuckled, her smirk turning sadistic as she slammed her foot against his head.
"Like take this sonuvabitch for example. He's a pimp who also owns a large slice of the local sex slavery ring. And yet you," she snapped her head towards them as she lifted her foot off him,"On top of that, he paid me to kill off two of his rivals. And not just the pimps, no that would be too nice. He had me kill everyone, down to a newborn one of the women had. So tell me, you sure this slug is worth saving?"
Flames dances on the tips of her fingers as she waited.

Geata turned to see that he wasn't alone in confronting the girl. It seemed somebody else had been nearby, not that they seemed to be doing anything to help or hurt the situation. Still, maybe they were in shock. If they were a Bulwark they'd probably be horrified at how they failed to do their job. That was the problem with the Bulwarks, in Geata's opinion; they didn't seem to be very capable of saving the people they claimed to protect. There was only the one of them that he knew had actually been getting things done, not that he could really blame Jay or Titan. What was small time street crime compared to the inevitability of a dragon attack that could wipe out the entire town?
Still, if the guy was there, and he wasn't being useful, that put him on the "keep out of harm's way" list. Same as the pimp, not that he deserved it. This meant that Geata either had to be an exceptionally smooth talker or he could use his powers and risk making the shrimp even madder than she already seemed to be. Given how she had already put the guy down, it didn't seem impossible to pull off diplomacy, but Geata still made a quick mental apology to the guy in the nifty hat.
"Listen, Short Stack," he said as he slowly approached, stopping after a few steps. "I don't believe I ever said he was worth saving. Just that a pile of ashes can't tell you where to find some cash. As far as I care about him, he can go die in a gutter. You, on the other hand..." His voice trailed off and he realized he had no idea where he was going with it.
"Hey, doc," he called back over his shoulder to the unknown party. "I hope you can handle yourself in a fight or flee quickly enough to get out of here because if not, I'm probably gonna have my hands full and might not be able to do a great job of keeping you safe, sorry." With that, he turned back to the kid.
"I'm Geata. Wielder of portals. Transporter extraordinaire. If you don't leave willingly, I can and will force you to. In case that's the choice you make, any preferences on where you end up? You're clearly not a Bulwark and you're a bit too small time for a Keeper, so I'd imagine the docks with the other Pandas, probably, but if I'm wrong feel free to let me know."

"I... I can help!" Plague Doctor said standing his ground against Wrath. He readied himself to use his powers. "If you really wanted him punished; you'd put him in the system and let the courts decide! I'm not leaving until justice is served!" He yelled out and thrust his hand out at Wrath. His power would attempt to reach into wrath; and pull forth the sickness.

Wrath's eyebrow twitched at the short stack comment. It's not her bloody fault her lazy good-for-nothing brother got all the height genes. The sparks she was playing with grew and lashed out in his general direction. Just a warning, that's all. The flames returned to sparks dancing around her fingers as she let her arm rest at her side. That's when the other super spoke up. His words made her wrinkle her nose in disgust. Great, another brat playing hero because he woke up with powers. Not like there weren't enough idiots like that.
"Justice? Since when have to courts served that?" She scoffed, "A few years behind bars with free food, free housing and even free education? Or sometimes if you have dirt on the judge you'll get off with nothing more than a fine. You're an idiot if you think that's justice. Then again you sound like a Bullwark and the two go hand in hand."
Nausea filled her again, making the woman mentally groan in annoyance. Her eyes flicked over to the 'doctor' with his hand thrust out. So he was the one making her sick huh? Should have figured. She turned back to the bleeding man next to her and emptied her stomach contents on him. Wiping her smirking mouth she returned her gaze to the Bulwark, staring him down.
"Justice should be left to those wronged. No one else. To give them to some easily corruptible judge is just giving the criminal the easy way out. By the way," her gaze returned to her bile covered victim, "You have three days to give me my money Jimmie. Or I do to you what I did to her."
Jimmie nodded weakly and the red head stepped away. She walked past Geata, not giving him another thought. She stopped her war path steps in front of Plague Doctor. Smiling venomously at him she spoke up.
"So what's it going to be doc? Are you going to give me to the courts like you say is right? Or are you going to serve me real justice?"

Geata watched the flames approach him, but he was unimpressed. It was an obvious threat, he understood that, but he was pretty sure he could probably handle the shrimp. Not that she obviously wasn't capable, but she didn't compare to the people he actually saw as legitimate threats, such as Anonymous. Her reaction to the other guys words actually caught his attention, though. Besides her losing her lunch, it almost sounded like she had some idea of what she was talking about. Of course, the point was moot considering what a pain it would be to keep a super in jail. It still demanded a response, though, and somebody needed to stick up for the apparent Bulwark.
"If justice belongs to the wronged party, then I suppose it'd be up to Jimmie here to decide what you deserve," he said, his voice putting forth a boredom that his eyes didn't reflect. He was fully aware of the situation and was looking forward to seeing how events played out. He watched the two other supers carefully, ready to intervene should the kid turn violent.
"What do you say, Bulwark? Should we ask Jimmie what the kid here deserves?"

Plague Doctor stared down at the little girl. Underneath his mask; he smirked at her words. The girl was scary; sure. But at the same time he couldn't help but find it adorable that the words were coming from such a seemingly young girl. He cocked his head to the side at Geatas words. Should they ask Jimmy? It wasn't like they could ask the pile of ash. But somehow he felt Geata was right. The wronged party should be the decider. "Jimmy, what do you think we should do with the cute little girl?" He asked adding emphasis to cute to show he was trying to be insulting on purpose. He didn't fat what power she may have had. She was a villain.

"You guys are crazy! Do you have death wishes?"
Jimmie looked at both men, eyes wide with fear. He had found a way to stand on his unbroken leg by leaning against the wall. His frightened eyes flicked down to the woman who was, for once, patiently waiting for his response.
"I'll have your money. J-just leave me out of this."
With that he hobbled out of the alley, not wanting to watch what was bound to be a horrid fight.
Wrath was seething, that much was obvious. Flames had engulfed her hands at both their comments. Kid? Cute? Oh these punks were going to be sent home crying to their mothers, wishing they hadn't left their cribs today.
"I. Am. Not. A bloody. Child!"
She reeled back her fist and sent it towards the ground Plague stood on with all the force she had in her little body. The concrete shattered beneath him, sending shards of rocks flying in every direction. She turned towards Geata. Her red eyes were blazing as the flames around her hands traveled down to her feet. Flames gathered beneath her and lifted her from the ground. A wave of flames crashes down towards the male super as she jumped from her perch and swung her leg down hard onto Geata's head.

Geata watched the man leave and chuckled. It was amazing just how much unpowereds could underestimate the people that they were afraid could kill them all within the blink of an eye. Of course, Geata knew the capabilities of his powers. He knew full well what the weaknesses were, but it didn't seem like the tantrum throwing toddler could hit any of them. As long as he stayed aware, he'd be fine. Pukey, on the other hand, might have some difficulties, but hopefully he knew how to dodge. If not, well, hopefully he was a fast learner.
The concrete shattering didn't really bother him, and he stood his ground while keeping an eye on Tiny, who decided to go for a direct attack against him. He watched blankly and opened a portal just before she made contact. Suddenly, she would find herself and her fire ten feet higher in the air, as well as upside down and continuing to ascend higher until gravity realized its mistake and corrected itself.
"Sorry, kiddo," he sighed, "but pitching a fit isn't the way to convince people that you're mature and all grown up." She didn't sound any more adult than Geata did when he was just hitting his teenage years. The odds of her not being a kid were slim, to say the least. Not that it even mattered. What mattered was she just tried to attack him. That made him the victim, the wronged party, and that gave him the power to judge, in her words. And his judgment is that she will be essentially powerless until she agrees to leave.

As Plague Doctor was chuckling at his joke; he saw the little girls hand ball into a fist and smash into the ground. He had moments to react and dove to the side almost instinctively. He forced his power into a sphere around him. As a deterrent. For a kid; she was strong. Really strong. He had to end this quicklyZ Geata seemed like he could hold his own; but Plague thought that he should step in to help. "Boy... You're strong... But prepare for the worst stomach flu of your young life, child!" He yelled and released tendrils of power at her mind. Giving her immune system a need to purge. Hoping this would at least incapacitate her long enough for Geata to take her down.

Luckily for Wrath, PD’s abilities missed her when she went through the portal. Finding herself rising higher in the air, she panicked. Even with her endurance her tiny body wasn’t likely to survive a fall from that height. Her flames slowly died as her brain started to believe she was going to die. Die from falling damage, how stupid of a death is that? Only pathetic civvies and children died from fall damage. She was not pathetic! It was that bloody portal users fault! He did this to her! Her words rekindled the anger in her soul. Glaring down at the alley way she was rapidly falling towards she placed both hands in front of her. Flames wrapped themselves around each other, packing into a tight little ball. Once it was an appropriate size she fired, a huge stream of flames that washed over the entirety of the alley.
Meanwhile it seemed some of her flames had wrapped around her. She couldn’t see anything through them as she finally hit the ground. A loud crash filled the air as the ground shook slightly from impact. As the flames and smoke cleared, a small figure emerged from the crater. Her eyes were alight with fury.
“That all you boys got?”
