Appearance:
Even though she's over 40, Seraphim still looks very young due to the number of experimental serums (typically super made) she's consumed. Right now it's estimated that she'll live about twice as long as most people would. Standing at 5'6", she is in near perfect physical condition. She is extremely muscular, do the point that it's obviously not just lean muscle and it's clear she goes out of her way to strengthen all of them. Despite the many battles she's been in, she doesn't have many scars or even that many callouses because much of her current skin is not the skin she was born with. The resources at her disposal makes replacing anything that gets damaged easy.
Her clothing style is entirely practical, tending towards tighter clothing that's easy to move in. There's no fancy decorations, nothing used for looks, and half the time it doesn't even look like she cleans them often. She even makes sure most of them are black so the bloodstains on them are less obvious if she doesn't have time to get them out. Her footwear is typically some form of hiking or athletic shoe depending on what she needs to do. Most of the time she's openly carrying some kind of heavy weaponry, not showing any concern at who might see it.
Skills:
Hand-to-Hand Combat: Seraphim has been formally trained, and has been both learning and actively fighting for decades. Her unarmed combat styles are mostly for disabling people without killing them. If she really wants someone dead she'd normally used a ranged weapon, but she's also perfectly capable of fighting at close range with large knives.
Firearms: Seraphim is also very skilled, and formally trained, with firearms. Her weapon of choice is a sniper rifle, since her power allows her to easily predict where people are going to go and what they're going to do so she doesn't have to wait for them to be standing still. However, she is also perfectly capable of fighting at closer range with smaller weapons. Most of her guns are loaded with rubber bullets, but she knows how to make those shots count too.
Disguise: She's very good with makeup and making herself look like other people. This is why Seraphim doesn't bother to wear a mask. She's rarely doing anything that would warrant having a secret identity, so it's easier to just make herself look like a civilian when she needs to take care of something her usual appearance wouldn't let her do. While she's good at making herself look like someone else, and her power allows her to fit in seamlessly with other groups, she's terrible at acting and cannot impersonate someone to save her life.
Lying: Her power lets her know exactly how much the other person knows and what they want to hear, and her stoic personality already lets her say just about anything with a straight face. It makes it very difficult to tell whether or not she's telling the truth. She can't fake emotions, but faking information is easy.
Aware: It's hard to slip something past Seraphim. She makes a point of knowing what's really happening in the city, and what people really think. Her investigative and interrogation skills are top notch. She's also nigh impossible to sneak up on due to her ability to watch her surroundings.
Survival: Seraphim's always enjoyed camping, but after her training she can take it to a whole new level. She is of finding ways to survive in even the most inhospitable of environments, and is capable of going without food and water slightly longer than the average person. Even without that, she still enjoys going camping occasionally.
Cooking: Her cooking skill mostly lies in being able to take the most random, and often disgusting sounding, ingredients and being able to make something reasonably tasty. When she does have the resources, she tends to be more obsessive about the nutritional value of it, balancing all of her options carefully.
Personality: The first thing most people are likely to notice about Seraphim is her stoic nature. She's not just quiet or despondent, she seems outright emotionless and that's not even too far from the truth. It's difficult to get her to feel much of anything anymore. As such, it's nearly impossible to get a rise out of her because it's difficult to get her to feel angry at all. It's nearly impossible to make her smile because it's difficult to get her to feel any amount of happiness. Her emotions have largely been burned out, and about the only way to get her to feel much of anything at all is to have a large number of people around her all feeling the same thing. As such, the single emotion that she can feel with some amount of regularity is grief.
That force, and the memory of her childhood, are what drive her to do most of what she does. Her entire life at this point revolves around keeping the peace at all costs. If that means someone has to die, that's fine. If she has to threaten their friends and/or family (or possibly their friends' friends and/or family) she won't even hesitate for a moment to do so. She is completely unscrupulous, and will often go beyond what most people would consider necessary to her job. She finds the idea of justice rather silly, as that requires her to wait until someone actually does something, and requires her retribution to be proportionate to what that person did. That mentality does not make the world a more peaceful place and does not prevent people from doing bad things. Further, it's outright unethical in her mind to let someone get hurt just because they haven't become a victim yet, when there's something she could do to stop them from becoming a victim in the first place. Overall, she doesn't think life itself has much value on its own, so eliminating the people that make it worse for everyone is the best way to go. About the only thing she weighs life against is how useful their life would be in the long run, especially against dragons, which cause much grief for everyone.
Around people, she doesn't talk much. She often finds it difficult to stay on one topic, or even follow what someone's saying. Despite how focused as a person she is, and how able to make sense of complex situations she is, she can come off as flighty and like she's not paying attention when trying to hold a conversation. Her only saving grace in that regard is that she rarely, if ever, misunderstands what people are trying to say. That's not the only thing that makes her difficult to talk to, or relate to. Because of her stoic nature, she's very difficult to read. She also has absolutely no sense of humor to speak of, and doesn't really understand the concept of fun anymore. Even though she seems to understand people, she has great difficulty connecting with them, and doesn't understand the concept of friendship much anymore either. Enemies are at least easier because they're targets and the only thing she needs to do with them is destroy them, but friends are much more difficult to understand. Because of that, she tends to work alone when possible.
