It was official: Pandaemonium was hers. The first step was done, now she could do whatever she wanted with the organization. The question was, what the hell was she supposed to do now? There were so many options it was overwhelming, and it wasn't clear to her which of them she should be taking. Some of them were even contradictory, so if she took one option she couldn't take the other. It was almost paralyzing, and she really didn't want to mess this up. Normally Aurora would have sorted all this out in her head before moving, but she didn't have the time to do that this time. It left her in a very awkward position that she wasn't used to being in.
After a few hours of running scenarios though her head in order to come up with the best outcome, Aurora threw her hands in the air and decided she was over-complicating things for the time being. Trying to figure out what to as an organization was pointless when Pandaemonium didn't qualify as an organization yet. The first step was bringing it to that level; making it so Pandaemonium wasn't just a random collection of assholes disturbing the peace anymore, but rather an actual group trying to collectively accomplish something. That was easier. Cleaning up Pandaemonium, throwing out some signs that it's changing, and making it truly hers, she could see several steps to take to make that happen. After some more pacing, and a great deal more thought, she settled on doing something that, while it would have some use, was more symbolic than anything. Right now, Pandaemonium didn't have any kind of headquarters. They wandered around for place to place, only able to be identified by the chaos that inevitably followed. That would be easy to fix. All she needed was a large building.
Aurora's first thought was to pick something in a more secretive location in order to keep their headquarters hidden, but that idea seemed to go against everything she wanted Pandaemonium to be. She didn't want supers to have to hide, and Pandaemonium itself would likely fail to keep the building hidden no matter how hard she tried. Even when she returned to it she'd have a trail of light coming with her. There was no point in trying to keep it hidden, to the point that she was considering putting a sign on it. There were several candidates for a location, but one stood out above the rest. She quickly flew over in that direction, leaving a flashy lightshow behind her signifying that she was doing something more than traveling elsewhere; she was doing something important and worthy of everyone's attention. Her aurora rolled like waves behind her like large ocean waves.
The location was an office building on the docks themselves. It was likely used for customs and for processing transport or whatever else the docks needed to function. It was the biggest building in the area, and was full of offices, which meant it could be used as lodging for any supers that needed it. They would have to share rooms, but it would still be better than being homeless. There was a big common area on the first floor that could have a TV and a few computers installed, along with whatever games or whatever else the members of Pandaemonium wanted to bring. On the second floor was a respectable cafeteria. It was clearly meant to be staffed, but if she removed a few walls then everyone could have access to whatever food was there. It would have to be monitored, but she figured crushing a few peoples' fingers if they took more than their fair share would scare off anyone else from trying the same thing. The outside had a large parking lot and a garage, likely for parking and maintaining any transport vehicles. It would be perfect for the various vehicle enthusiasts. There were several warehouses around too, which could be used for storage, labs, or whatever else the space needed to be used for. There was enough that she was open to ideas. It was basically everything she could hope for in a headquarters.
The downside was that it was currently claimed by some mafia group Aurora couldn't be bothered to care about. Fortunately, unless they were really good at keeping secrets and were holding back for years, all of them were unpowered. It should be a matter of walking in, beating them up a bit, and then laughing in their face while she took their current base. Aurora landed on the ground with a loud clang and cracked her knuckles. She suspected they already knew she was there, but she wasn't the least bit worried. She walked calmly and deliberately towards the building and got ready to make her mark.

For the foregoing week or so, Solomon had spent a good deal of time in the docks. He was doing reconnaissance; trying to learn as much about the enemy as he could, so as to properly know how and when to engage. He’d spent an equal amount of time the week prior to this one reading newspapers, reports, and the few crumbs of creditable information online, but it was hardly a substitute for first hand experience. A change in tactics was needed, and so he had quietly wandered the home of the most influential faction in the city and his reason for coming here in the first place.
It had meant he was on-scene for several small scale super disputes, both with unpowereds and each other, but it also meant it had not been in his best interest to engage. Battle was one of the quickest ways to learn about an opponent, yes, but it also provided them with an opportunity to learn more about him than he would’ve at the time liked. Such as that he was was watching them. However, when he caught sight of an unmistakable streak of lights in the sky, he figured his time spent simply observing had best come to an end. He followed deftly towards where the trail of lights had touched down, a spell used previously to keep his footsteps silent carrying him into the cover of the shadows of a neighbouring warehouse.
Solomon had no sympathy for the mafia members of this building. It was a dangerous business they were running, and good luck could only hold out so long. That Aurora Disicio (or Disco, reports were inconclusive) had likely come to end it should be of no surprise. What he couldn’t allow was whatever Aurora sought to gain from doing so. She was of too high of profile to ignore or let have free reign - Pandaemonium could not be allowed to grow any stronger, and any attempts to do so had to be quelled before they could see fruition.
He drew three books from his coat, and with a number of words sent all three to hover closely around him. The covers of each flipped open, pages following suit until they settled on the page he needed. He began to mutter to himself; the words of two of the three began to light, the first growing to a dim glow before it darkened with a final brief flash about equivalent to turning one’s phone screen on and off. It was moved aside and set to flip to another page, and he began on the second’s. Solomon kept one eye on Aurora and the building’s front, and for any others who might arrive before he had time to finish.

Fleet was still rather steamed over his first loss in Emerald City, stomping around the Dock simply radiating fury. He wasn't supposed to lose, he didn't lose!
His emotions quickly whipped the atmosphere into a frenzy, anyone paying attention would notice the clouds rolled in far to quickly and the wind was too forceful for today. Of course, no one was around Fleet, nobody was stupid enough to approach such an angry looking man.
Finally, he looked up, meaning to start a storm just to play in...and spotted something quite exciting. An aurora. He gasped and hopped in place, clasping his hands over his mouth, "Oh my gosh, it's Aurora!" He whispered to himself, bad mood forgotten almost instantly.
But wait, that meant she was doing something! And his job was to keep Pandemonium from doing anything! Immediately, he drew his knife and made a hard run to the mafia house, which Aurora seemed to be heading toward.
The wind picked up.
"Hi, Solo!" He called entusiasticly, "Let's do our job!"

Pandaemonium becoming an organized, structured group could only end poorly for everyone in the city. This was not why Gluttony was concerned with stopping the gang from gaining power. He was aware that it wouldn't take long before the other supers became interested in stopping them. He simply believed it to be easier to nip a problem in the bud before became a problem, and he hadn't succeeded in doing that. The only thing he wanted was personal redemption for his earlier failure.
He had been biding his time, waiting for the opportunity to strike. In the resulting chaos of the leadership overthrow, it was simple enough for him to find a vantage point in civilian clothes without fear of someone realizing he wasn't supposed to be there. When he finally saw the lights of the new head Panda moving with purpose, he followed. He didn't know what the goal was, but it couldn't be allowed to happen, whatever it was.
When Gluttony arrived on the scene, it was clear that he wasn't alone in thinking that Pandaemonium shouldn't be allowed to do whatever they want. Two supers he hadn't seen before were standing in Aurora's way, and the masked super smiled slightly. Help was greatly appreciated in this. On closer inspection, one fit the description given by another Keeper that had been attacked. Even so, as long as their goals aligned, he wasn't above using anyone.
Gluttony, not much in the mood for talking, got into a combative stance after walking onto the battlefield and making his intentions clear by his placement. For once, he was going to succeed in the damnable city he was calling home.

Being in charge meant making enemies- and the stronger Pandaemonium grew, the more enemies it would have. They were like rats, silently nibbling away at any gains the group made, gradually increasing in number until they overwhelmed any progress. In order to thrive, those enemies needed to be weeded out before they could do too much harm.
Fortunately, Pandaemonium possessed an excellent tool for this: a leader whose presence was clearly indicated by the massive glowing aurora that floated around with her. In addition to being a powerful combatant, her movements tended to be large and clear to see, drawing opposition from far and wide, like moths to a flame. Today, three such targets had been lured in by the hope of stopping her, of somehow standing in the way of the unstoppable force that Pandaemonium was rapidly becoming.
Once they began closing in on her, however, they would realize just how badly they had fucked up.
There was a new member among Pandaemonium's ranks, one who had been aiding them in their endeavors for some time. A super who brushed aside anyone who got in his way, who had proven all but impossible to deal with so far, and who was always looking for a fight. Through the streets of the docks, a loud yowling began to sound, the noise of thousands of cats preparing for war.
While the combined forces of Rein and the Keepers had been closing in on Aurora, a still greater predator had been closing in on them. Now, drawn in by the bait of the Pandaemonium leader, they would find that the entire area for several blocks around the building had been surrounded by thousands upon thousands of cats, their ranks permitting no escape from the area. Big Martin was here, and he'd brought the full force of his armies. The enemies on the field were powerful, this time, but that only made him more eager- finally, a chance to test the limits of his mighty legions!
Today would mark two victories for the red faction. First, the acquisition of a new headquarters. Second, the delivery of a powerful message: this is what happens if you try to get in our way.
Supporting: Gluttony needs to learn when to give up, and Rein needs a trial by fire. Oh, and an HQ would be nice, too, I guess.

Usually Poppet isn’t someone who hold such a grudge over something trivial; she remember the situation back then when the Sovereign Ice Cream factory got attacked by the Pandaemonium. The issue she needs to consider is how big the Pandaemonium had started to grow in their power, to the point that it became quite threatening to the other factions.
However, compared them to an actual organized force that are responsible to many crime happen behind the scene, they are chump. From the report she managed to obtain, the Pandaemonium is currently under a new leadership, so they’re quite disorganized right now. The event back in the ice cream factory does make her wondered about their reason of going after the factory. So far they haven’t made any attack or wreckage everywhere they go, so at the least it’s a good thing.
So when she got her hand on the mission that a fellow Keeper Gluttony decided to take, she took a very careful reading of the mission at hand. If she can understand the report, the Pandaemonium is trying to gain a better strong-hold than before under a new management. Once she believed she understand the situation, she quickly make her way down to the dock where Gluttony was going to.
“A-Are you sure about this, Jessica?” Poppet asked her doll, which is hovering above her head as she make her way toward the dock, “I don’t understand why we want to get involved in this.”
“It’s quite simple, Jenny,” Jessica replied, “if we can get ourselves a better understanding of the opponents’ structure, we can fight them with a better plan of attack rather than jumping into a fight with those Pandaemonium.”
“But you’re the one who decided to attack them, aren’t you?”
“Okay, so a rookie mistake, everyone does that. That’s why we should see how these Pandaemonium organize to obtain their objective. Once we understand their hierarchy and pecking order, we can use that information to our favor.”
“I don’t know, Jessica; we really shouldn’t help the Pandaemonium from growing in strength. What if Gluttony took this personally and decided to take this to the higher-up? We'll face a lot of trouble if we do.”
“They’re attacking a known mafia headquarter; we have to pick the lesser of two evils here. What seems to be more dangerous: a group of punks who just lost their leader and under a new one, or a criminal organization that have a huge underground network for a very long time?”
When Jessica put it that way, it does make sense in a strange kind of way. She doubted the Pandaemonium is willing to return a favor from their help, and anyone who see her fighting along with them might question their loyalty. However, if she can get an inside knowledge of how the Pandaemonium work, then she can use that in the future. She only hoped the other would understand her reasoning.
Supporting: choosing between two types of evil, she has to pick the lesser of the two. Sorry about this, Gluttony, but mafia group are much more dangerous and resourceful than the former.

Several more pages were set alight in all three of his books. Several more people had arrived, likely brought by Aurora’s lack of subtlety. Four, if he was not missing any life signatures between those of the mafia members in the building or abilities that hid such a thing. He appeared to have not yet been spotted- until he heard a voice behind him.
Solomon sighed and pulled up his hood, knowing what seemed to follow the super dressed in black. He would have liked a little more time before someone proclaimed his presence to their opponents. An ally was not unwelcomed, however, and he couldn’t say he wasn’t curious to see how Fleet handled himself in battle. A roaring of a thousand cats and the signal of a certain other combatant’s arrival was, in some ways, likewise. Solomon had been considering tracking down Big Martin himself in upcoming days, but it seemed the super had been the one to come to him. This battle certainly promised to be an interesting one.
“Indeed. I will be relying on you, Fleet.” He gave the man a light smile and strode out into the open area before the building, his three books hovering in pace around him. Fleet had preemptively announced their attendance, and he was not about to let the opportunity to make his own introduction slip away.
“Aurora Disco.” He began as he came slowly to a stop. “Matter manipulator, dissolves objects into particles that appear to be movable at will and reformed at any time. A prideful teenager, yet somehow the new leader of Pandaemonium. Unlikely to last more than a few months.” He turned to scan the cats lining the rooftop. “And Big Martin, cat manipulator. Known to control several thousand cats, including lions. Recently joined Pandaemonium, likely in correlation to the change in leadership. No known defeats.” He shot a smile to where he saw the glow of a person among the cats. “But no known battles with the Rein Initiative either.”
The other on the field was super he placed to be Gluttony. He knew him to be a Keeper, but one of little enough note that he hadn’t done much research beyond the basics of powers on him. His allegiances seemed presently to be against Pandaemonium. Solomon saw no reason to not accept the help. The last of the signatures he couldn’t quite make out from here; he would keep a mind out for the possibility of a flank, but the two before him were of more immediate consequence.
Solomon gave Gluttony a nod, and turned his smile to Aurora. “Good afternoon. I recommend the two of you stand down now. Otherwise, we will be forced to engage.”

Gluttony watched the cats' arrival with distaste. It figured that Aurora's pet cat manipulator wouldn't be far behind, trying his hardest to protect his sparkly master. It was irritating, but nothing could be done about it. Luckily, there seemed to be a shortage of arrows on the battlefield, which meant that the bigger nuisance was likely preoccupied. It seemed he would finally be able to cut loose and cause some damage.
The Rein super seemed to know of their opponents, at least, which was a good sign. It was also obvious that it was their first meeting, though, which left how they would fight up in the air. Would they play it defensively, since they'd know how potentially dangerous the foes could be, or would they be reckless, since they hadn't seen them in action? It was too early to tell, but Gluttony felt it would be smarter for them to go on the offensive. The man didn't seem capable of taking heavy hits, but then again, he was a super. Who knew what he could be capable of?
Gluttony returned the man's nod before turning his attention back to the enemy, quickly deciding on what the best course of action would be.

Aurora noticed the small flashes of light, but paid no mind to them. She heard someone talking in that direction, but paid no mind to him either. People always tried to stop her or otherwise interfere with her plans, but she succeeded anyway. She was sure this time would be no different. Succeeding here was important, she couldn't afford to fail. The arrival of the cats made her sigh. On the one hand, at least he was likely to be able to distract the morons outside while she took care of business inside, but on the other hand she still hated cats. Having the vermin run around the area in such large amounts was always irritating, especially because it meant she needed to be careful about where she aimed. As long as they were connected to a super, she wanted to avoid hurting or killing them. Without a moment's hesitation, and without acknowledging any potential opposition, she walked towards the building with her head up high.
However, she was distracted by a noise. Words if she wasn't mistaken, though she couldn't make out what they were saying. She glanced in that direction, prepared to ignore it like everything else here, when she caught sight of a young girl. The girl looked terrified and was slowly making her way towards the building. Aurora couldn't think of many reasons for someone like that to be here, especially given how nervous she appeared to be about being here. A recent runaway perhaps? She did say in the past that anyone that needed a place or a purpose should come find her, and she found that her mere presence was intimidating to people. She also knew that if her parents ever found out about her alter ego that she would be disowned if she wasn't drowned in a bathtub first. She wouldn't be surprised if this girl was in a similar situation given wandering around the docks like this was dangerous, or just wanted to stop hiding in general. Aurora turned to face her.
"You!" she motioned towards the girl. "Were you looking for me? Are you looking for a place to stay?"
Before she could get an answer, one of the obnoxious morons stood between her and the girl. Aurora's face contorted into a scowl as she heard what he said. She balled her hands into fists, and it took all her self control to not knock his teeth out right there. She had to remind herself that despite that stupid nickname the world feared her or respected her and it wasn't going to interfere with what she wanted to accomplish. It took a few times repeating that in her head for her to calm down. After a moment, she stepped forward, towards the man, and jammed her forearm into his side in an effort to push him out of the way and regain eye contact with the girl.
"Come back in 30 minutes, I'll have something ready then."
With that, she turned around and entered the building, her aurora trailing behind her like a giant shimmering cape.

Fleet clapped his hands together as a bunch of cats arrived, "Awwww, kitties!" He didn't care they looked like they would tear him apart, or that more people were arriving, he was having fun!
He crouched low, waiting and drawing a knife, and the clouds waited on his command.

Poppet doesn’t even want to know how Aurora can guess about how she’s looking for a place to stay. The say she talked to her is a bit frightening, but not in a bad way per se. Poppet would tried to ignore her inquiry about giving a place to stay over for now, especially when the other supers has arrived at the scene. Other than Gluttony, it looks like that weirdo with the knife that she met on Azoth’s mission is back, and he brought along some back-up.
She has to admit, the way that new super using his books like that does kinda spark a little thought in her mind.
“Hey,” Jessica snapped her out of her thought, “this is no time to doze off. That weird knife guy is back, and he brought friend with him again.”
Seeing Aurora make her way into the building, Poppet turned her attention back at the guy that just appeared right between her and the door before looking at the other two. She hoped that the cat swarm didn’t bother her too much, especially when she already have three other supers that she need to worry about.
“B-But what about Glut?” she asked her doll, “he’s only here on his own mission.”
“Look, if he asks, we just tell him we’re on a reconnaissance mission of our own. If he decided to attack us, then we really don’t have much of a choice now do we?”

With thousands of cats to manage, it was sometimes hard for Big Martin to pay attention to details. He knew Gluttony and Aurora, but practically everyone else on the scene was unfamiliar to him- he'd come close to fighting the light-haired girl not too long ago, could it be that she wanted to take him on?
Based what he'd witnessed before, however, she wasn't too much of a threat, so she could wait. Gluttony was definitely an enemy, and the other two didn't look like they'd popped over for a nice chat either. He was problaby helping Pandaemonium by attacking them, and if he wasn't, well, he'd like to see Aurora try and reprimand him. After quickly checking for other notable presences with all the eyes and ears of his immense army (and finding none), he gave his orders.
Boys and girls, the ones I'm indicating to you right now are your prey. No biting today- but I wouldn't mind if they came out of this with some scratches. Everyone ready? Then what are you waiting for, CHARGE!
A ripple of whispers passed through the feline throngs, and they dashed forwards as one, teeth bared and claws out, closing in on the building and all those around it. Their targets were the Rein agents and Gluttony, but Aurora and Poppet would need to be careful to stay clear, lest the tides of hyperactive house pets jump on them out of sheer excitement. Whether or not these supers put up a fight had yet to be seen, but one thing was certain: Big Martin was on the scene, and from here on out, this day would be utter mayhem for all involved!
