Blue Jay appeared on the platform of light beside Sanduleak.
“Actually, uh,” He held up a small packet of rectangular slips. Business cards, as it were, with a number that would reach Carl and a brief (but college C-paper level thurow) job description that Sanduleak would probably recognize. “You and me are on recruitment duty. Basically, we see a crime, we stop it, we give the business card to the person who called. We’ll take care of screening and picking people and stuff a little later.” He rubbed the back of his head and chuckled. “Not very glamorous or exciting, sorry. We kinda drew the short stick. But!” He said cheerfully, handing the cards to Sanduleak and drawing a second stack from his pocket. “I made two groups of fifty. How about this; whoever hands out the most cards, the other treats to ice cream? And gets bragging rights as ‘the Ultimate Bulwark Adversizer’. Bonus points if no one is hurt in the making of this ad, and the more ridiculous the story of how we did it, the more we’ll make the others jealous they didn’t get our job.”
Blue Jay gave Sanduleak a salute and vanished to a rooftop a short ways away, and soon was gone from there as well. The first call he got had come from a good number of blocks away; he’d have to hurry if he was going to beat the other Bulwarks (and Sanduleak) to the punch.

The Good Shepherd had his hands full doing the paperwork for his shadowy government bosses he almost forgot he had a mission to do. Word on the street was that someone was going to try to undercut the dog they had in this race by going on a recruitment drive- he’d decided to hit the street himself and see if he could covertly to quell any sort of move by the opposition. He and his #2, Agent Brooklyn, were in plain clothes scouring the street to try to run interference.
The two marked their targets and tailed them at a distance, observing.

RPG noticed a Bulwark roaming around like he was. I guess I'll go ask about the whole Bulwark situation.
Upon closer inspection, RPG had identified a figure that was next to him. It was a Pandaemonium member. Traitors in their ranks were added into the list of things that were slowly taking the Bulwarks down. They seemed to be working together. If he were to approach, he'd definitely needed to be prepared.
RPG activates his powers, hopefully receiving a useful one this time.
Current Power: Fraud Embodiment
Good going, RPG! Now our lucky (or unlucky) hero can go intercept them with some deceit. The next question was: what should he disguise as? He needed to think fast, because both of his targets were splitting up.

With Sanduleak's cards swapped they'd not gain much of a foothold here. The cards were occasionally misspelled, had the wrong information on them (only a letter or number changed) to make it all look very suspicious and downright unprofessional. The Good Shepherd continued to tail Sanduleak, in his civilian guise, to take advantage of the mess he'd created with Agent Brooklyn still running as his support.

“What do you mean you’ve already been helped?”
This was not a customer service phone line, and Blue Jay was confounded. No signs of trouble, no signs of struggle, or any need of any help; all he’d come to find was this guy in a weird outfit talking like he hadn’t just been in trouble, and had weirdly begun asking casual questions. Blue Jay sighed and handed the guy a business card. Sorry Sanduleak, he was counting this one.
“Teleportation. Please don’t call again unless you have an actual problem.” The phone line was for calling for help, not someone to make idle chat with. Blue Jay really hoped the people would understand that - they weren’t just free help who could be asked to solve whatever tiny problem they had. But something told him the next five calls he was going to get were going to be something along the lines of someone who wanted their TV fixed and didn’t want to pay an electrician bill.
Blue Jay gave the strangely dressed man a formal nod and displaced up onto another rooftop. He hoped he hadn’t wasted too much time on this.

"Right, will do!" RPG watched as the "hero" "teleported" away. Heh, what a maroon. He can't believe that actually worked, considering what happened last time when he was fighting a not-so-little girl named Limen. She apparently was smarter than your average 12-year-old. He learned that the hard way.
As much as RPG would like to go track down the Panda member, he couldn't exactly be in two places at once. He could make it look like there were two of him, but he wouldn't actually be in two places at the same time. If he were to call again, he'd better hope that the Panda would arrive this time or that he had an actually good disguise and reasoning.

Blue Jay hesitated for a moment before he left, casting a glance towards the suburbs. It was that weird feeling, like when one knew something was up because of a chill in their back or some random whim of thought, but he couldn’t quite put a finger on what it was (but he was weirdly now kinda hungry) and the feeling soon passed. Passing it off as nothing, probably, Blue Jay went on his way after that suspicious civilian guy.
RPG, however, would feel as though his powers had hit a wall. A very angry wall, it might add, because it was not at all happy with RPG’s attempts to get into Blue Jay’s head. With the mental equivalent of a death glare, the block fended off most of RPG’s seemly obviously false (but not necessarily so, oddly enough) words likewise in a manner not dissimilar to picking up his words and tossing them back at him, were that possible. The old man had had his lawn stepped on and was trying to look and sound like he could do more about it than grumble a request to leave.

RPG had to follow Blue Jay. By asking the surrounding civilians, he was able to get some answers as to what they knew about how Blue Jay functioned. RPG had pieced together what they individually saw him do. While he could piece together what he could do, it was just the simple matter of reacting in time.
Additional information was easy to find out. He had gotten the citizens to tell him of what shadows and glimpses they saw cross the sky. Even if they just regarded them as birds or planes or illusions, he had got them to tell him everything they saw within the past twenty minutes.

They'd been made, but only barely. His job done, Brooklyn and the Shepherd faded into the background- their job done. They burned their civilian clothes and switched out to something more "governmental". Their goal of letting the phone calls flow so they could tap them in the future was a success. They'd have to get through all the red tape the NSA had set up to stop juicy intel gathering like that. He'd have to work on that in the future.
