The Shepherd wore a sling around his left arm but was otherwise incognito. He wore a black SWAT uniform with the word “AGENT” across the chest, but no other logo on his body. He had clearance to be here but he could have probably faked it. His thick gasses hid the bruises on his face from the dragon incident. He was helping coordinate the cleanup of the downtown. It would be years before it would be back to normal in any semblance of the word, but someone had to get it started.
He was coordinating the search for civilian casualties and survivors in the downtown area. He wore a permanent frown on his face. Today he was here in another capacity though- containment and data gathering. He wanted to control the narrative in whatever way he could and quell data when possible. “It was a dragon, it was destroyed, we have the ability to deal with them, move on” was the message he was promoting.
He had a second agenda however. His higher ups wanted him to gather intel on the dragon and it would never be fresher than it was right now. Sitting under a white popup tent he stood, faceless as any other bureaucrat, with the other emergency workers and planners waiting for a chance to overhear valuable information or gather more samples for his bosses.
Scheme: Provide much needed emergency services and cleanup following the dragon’s rampage, promote the idea that we (as a country/world) can handle the dragons, and collect some data on the dragons while doing it.

"Hey, how ya doing?" Fleet asked cheerfully as he guided a limping man away from a collasped building, earning a rude look as the made slow progress.
Immediately some men and women took control, taking his person away. Fleet didn't care, the guy seemed like bad conversation anyway.
The sun was a polite warmth and it didn't look like it was going to rain, everyone could thank Fleet for that, even now he ensured the weather was perfect for a game of hide-and-seek.
He was doing surprisingly well in finding dead and alive people, as his head was wrapped in bandages and his torso plastered in more wrappings. It still hurt, but Fleet swallowed it and smiled, he was having too much fun to stop for a little pain!

Hope appears, clad in his so called 'tactical' uniform; dressed in all white. Smirking for a second, looking to both Fleet and Shepherd, and speaking in his typical, cocky Deep South accent. "Fightin' the good fight, I see, boys? I'll give y'all a hand.". Immediately taking what appears to be a young girl, no older than thirteen, by the hand and walking her out of a damaged storefront. "Let's get you outta' harm's way, little one.".
Keeping a hand on his telescopic baton by his side, he begins careening people off the streets, away from the rubble and debris. Despite his somewhat unprofessional nature, he immediately took to work assisting the civilians in retreating from the area, even going so far as to hand out minor medical aid in the form of bandages, which of course, he had no idea how to apply.
"I got the east side over here, Rein.". He speaks into his radio, allowing the rest of Rein Initiative to hear his decree. "Lemme' know if y'all need anythin' over there!".

The dragon samples he had collected were good to have, but it would be helpful to have more. Tricky decided to re-equip himself and go back to the scene of the dragon attack. They had already started a rebuilding effort, and it could be fun to bother them. Probably by breaking things, though he would lay off on the murder. More to avoid incurring anyone's firm and full wrath than because he didn't want to, but still. He was still a distance away, but was already looking ahead to examine what would soon turn into a field of battle. It looked decent enough outside, good weather for a battle. He let out an inaudible chuckle, his old form having already returned from the dragon fight. There were a few signs of minor damage, but he had returned to a fully functioning state. It was about time he did some interacting with these new characters. What happened next would likely send anyone who was familiar with the noise, at least the civilians who were, scurrying for cover like rats from an owl. A screaming cackle, mechanical and gleeful, echoed from nearby as Tricky made himself apparent. Time to go to work.

Rebuilding the robotic unit has been quite easy to do, considering it have full control over the building assembly line in the Sanctum. The only thing that might consider being a problem is resources. This is the third time it needs to rebuild the unit, and making the mechanical parts isn’t cheap. So in order to get the material needed, HaLOS took control of its scavenge vehicle and drive it out in the ruin of downtown area.
Using the crane section of the vehicle, HaLOS started to pick up any reinforce metal beam, still-intact cars and any usable electronic part that it can used to upgrade its form. Since this is its primary goal right now, the vehicle doesn’t pay much attention to anything it might run over. Any building that remained standing would soon find itself being demolish open like a piñata for any usable materials inside. If some would-be survivors still remain beneath the rubble, then it’s the rescuer’s fault for not getting to him in time, because all of its method will sign them to their death.
“Scanning area for potential part nearby…target found. Pin-pointing location now.”
The area that HaLOS detected the most concentrated electronic material to its north, a few blocks from its location right now. HaLOS also scanned numerous amount of life, possibly from the temporally shelter for the injured unpowered. It also detected some present of supers in the vicinity as well.
However, if this is a government-run shelter, then they probably have a lot of high-tech parts that HaLOS might find quite useful to get, not to mention a chance of getting close to their confidential files. So with that, HaLOS started to drive toward the white tent in the middle of the chaos. This is a good chance to get more of their data to form their personality profile.
Opposing: getting any materials there for its rebuilding is the top priority, nothing else matter.

It took him a while to make it back, but Toko was just glad he did. It was unfortunate he wasn't able to collect pieces of the dragon directly after the fight, but now he may be able to design new weapons with the remaining well remains. The hope of it being a simple job was promptly dashed with the site of emergency workers and...the Reins. As soon as the government had initiated that blasted project more and more interference had been popping onto his radar and now it appeared they intended to continue this trend by getting in the way of his research and there was no way he was going to fight that young weather hooligan by himself. Until he heard two different mechanical noises as a bizarre panda and familiar Keeper AI entered the scene.
"It appears that luck for once is on my side."
He adjusted his suit and case before making his way to the tent. He didn't look like a super and hopefully would just be ignored in the panic. If he wasn't, well it appeared there would be more deaths at this site than originally anticipated.
Opposing: Dragon data and remains would make some excellent materials and weapons.

The retrieval of genetic material was key to the Good Shepherd and his team. He coordinated with local law enforcement and emergency workers to divide the disaster zone into a grid and start a section by section workover of the debris field. They needed to give a quick search of the whole area- not missing anything. After that they'd go slower with a more technical approach to see if they could save any deepers bodies or survivors who could not be communicated with easily.
"Acknowledged Hope. Good to have you here. You too Fleet. I know this isn't the kinds of missions you signed on for but I'd like to think that it'll be a rewarding one. Keep your eyes open for anything of value- any observations will be gone over in debrief later. Oh- and let's keep a low profile. No need to stir the pot so soon." He reported over his radio to the other Rein members.

Hope smirked as Shepherd issued an order; not one that he had to follow, but he respected the agent enough to listen to him on this occasion at least. Like that, he inhaled deeply, activating his power. In that immediate instance, Hope was imperceptible. He spoke through his radio, which, peculiarly still broadcasted his voice to his fellow agents: "Low profile? You know me too well already, Shep.". He began skipping over the rubble at a jogging pace, heading towards the white tent for injured unpowered individuals.
As he approached, the scene was dire. Many injured civilians in cots, cooped up and being treated. Yet, something stood out. In addition to the copious amounts of government individuals on scene, as well as emergency personnel; something wasn't right. A strange, loud whir, and a cackle. Thankfully, Hope was still using his power. He headed not for the exit from which he'd heard the noises, instead to another, where a suited male had made an entrance. He knew well enough what members of the Secret Service looked like, and he wasn't one. This man wasn't injured, and had no ID. Most strangely, and almost frighteningly, was his gait. This was no ordinary individual; he walked with the traditional 'gunslinger's gait', indicating a history of heavy training in using weaponry, or at least preparedness with a sidearm. He looked around for a second, not knowing what to do. Would he head for the location from which he'd heard the terrifying cackle, or towards the evident liability?

Low profile? Ohhh, that sounded like spies or something!
Gleefully, Fleet went to obey the order, refusing to change the weather just in case somebody figured out who he was.
Instead of a knife, a small gun was in display on his hip, but he walked close to the walls to allow no problem to breach due to fear.
Then a laugh burst through the air.
Instantly, Fleet was outside, hand drifting over his gun as he peeked out. "Heya! Sorry guys, you can't be laughing, trust me, I know how boring it is!"

The explosion of laughter subsided to giggles and chuckles, Tricky approaching Fleet. "It's only boring because I haven't been here long enough!" What laughter there was cracked out into a sharp, single burst before stopping completely. The Jester's voice was of a higher pitch, maniacal tone, and mechanical nature; it still carried clear as crystal to the other man, even as he lowered the volume. "The difference between us is that I do what I want when I want, and you are a slave." Tricky assumed a stance suggesting that he was prepared for a duel of fisticuffs, and rolled his neck in a circle. The other super was likely more powerful than himself, but he seemed more than confident enough.
"C'mon, weatherboy."

HaLOS’ vehicle managed to drive closer to where the tent when it also detected other supers nearby, one of them is a Pandaemonium member. It seems that they are currently engaging with the Rein’s member at the moment, probably causing trouble like any Pandaemonium would do in this case. This is a great opportunity; as long as these two supers driving their attention toward them, then HaLOS can quietly get in the tent and obtain what it was looking for.
“Identifying the supers that are present now: Fleet, Sheppard and Hope, three new supers; data unknown, require further investigation. Tricky, part of the Pandaemonium faction: data unknown, possible motivation: trouble-maker. Toko, a fellow Keeper, motivation unknown, currently is in the evacuation tent.”
For now, it needs to stay hidden away from the confrontation that Toko and Tricky are making right now. As long as those two got the supers’ attention, HaLOS can begin its mission without them knowing.

Hope, having managed to at least stun HaLOS somehow, through jamming his baton into one of the moving parts, ducked and weaved out of the way; power still very much in usage. He routes around, taking cover behind a car that had been all but destroyed as a result of the Dragon's terrorizing of the city not too long prior. Pulling his preferred weapon, a Beretta 93R from the inside of his jacket, he loads it, cocks it and clicks off the safety.
"Hope y'all are ready for this...". He leans back against the rubble, ready to defend himself if necessary.

“Down Fleet!” Barked the Good Shepherd, as he braced the cast he wore on his arm from the dragon fight and pointed it at Tricky. The “brat-a-tat-tat” of a small-caliber machine gun split the air, targeting the ice on Tricky’s hand. Sure, his arm was broken but what self-respecting spy went in without a trick or two? He doubted he could hurt someone like Tricky with the gun but ice was brittle enough.
