Alias: Fleet
Costume: Fleet wears what resembles a comic book character, yet is surprisingly mobile and apparently useful. It is in shades of black, obviously favoring tasks that require stealth. He possesses no mask but pulls up his collar whenever he doesn't want to be seen..or when he's smiling.
Power Theme: Fleet seems to control wind, the air itself tearing apart whatever he directs it to. However, there have been times where the weather itself changes to accommodate his actions. Even more disturbing, people have fallen down around him, dead with evidence suggesting they had died from being suffocated.
Faction: Rein Initiative
Reputation: Dangerous. That's all Fleet is known for. This super appears out of nowhere, picks a target, and strikes. His attacks don't seem to be random, but his unknown goal is not the most dangerous part about him. Any civilian around him is suggested to flee immediately as he is uncaring of anyone he kills or what collateral damage he causes.

Alias: Solomon Costume: Though his fully visible face and somewhat short stature would appear to place Solomon his early to mid twenties, his silver hair, colored as though with age in place of any dye, would suggest otherwise. His face is also one that cannot be matched to any united states citizen, leading some to believe this is just an appearance he takes when acting as a super. Solomon’s long and heavy coat serves to hold the multitude of books he carries in both the pockets sewn into its insides along with the small bag he wears around his waist, and can be discarded in favor of the cloths better suited for physical activities underneath. Power Theme: Solomon can be aptly described as a wizard. He’s got several spell books filled with spells, and with a few fancy words and flipping of pages, he can shoot off fire balls, draw swords out of nothing, or make himself and his teammates impervious to fire balls being shot back at them. Each page of his spellbooks seems to be a new trick, and he’s got six of them. Faction: The Rein Initiative Reputation: Solomon exists in that strange paradox of fighting to stop fighting (and dragons). Destructive super activity, regardless of intent, is a burden on the city and therefore must be stopped as quickly as possible, preemptively if it can, and if force is required now to assure peace later on, so be it. He’s a recent arrival in Emerald City, but his skill with his abilities show him to be no novice.

Alias: Rainfall Costume:White shirt, black coat and trousers, a large brown cloak and a wide black hat. Also some rope, and a great many guns of various shapes and sizes. She's a redhead, and doesn't really make much effort to hide her face, though her civilian identity is known to very few. Power Theme: They say Rainfall can hit a falling snowflake at fifty paces, that she can draw and fire so quickly a high-speed camera can't catch her moving, that she can put six holes in you with a single shot. Her bullets can punch clean through concrete, or leave a target with nothing more than a bruise, and she never seems to run out of them. She can also shoot her targets from seemingly impossible angles, conjure storms of gunfire from apparently nowhere, and has been seen walking on thin air as if it were solid ground. Reputation: Rainfall is one of the lesser-known Bulwarks, appearing only when it suits her and usually operating out of the public eye. Her activities are usually restricted to Evergreen Hollow and its environs, where she scours the land for poachers and smugglers, but recent events have drawn her to Emerald City proper. She's one of the more hard-line heroes, focused more on hunting down criminals than on saving innocents, although this could be due to the nature of her power. It's rumored, however, that she'll main or even kill a target rather than letting them get away.

Alias: Phenomenon
Costume: Phenomenon's costume is just a black hoodie, black jeans, and a Guy Fawkes mask. His hood is almost always pulled up but when it isn't, it reveals his short black hair, a couple inches long and spiky. Black gloves not unlike a robber adorn his hands, and he wears simple black tennis shoes with no pattern on the bottom. Phenomenon stands at 6 feet tall and is built like a college student, a build between skinny and lean. What skin may show is somewhat lightly tanned, as though he spent a few hours every day under the Sun. His eyes are completely black through the mask, making it appear as though there is simply nothing there.
Power Theme: Phenomenon's powers seem almost totally random, as he has created small objects, manipulated the inner machinations of others, controlled other humans' and supers' minds, and stopped other supers' powers. There's no connection between them aside from his actions while using them; he doesn't move very much, lending to the idea that they are psychic in origin.
Faction: Keepers
Reputation: Phenomenon acts openly as he pleases, usually aligning himself to a sort of skewed moral code while also acting solely to benefit the Keepers. Most of the time, he avoids the death of normals, but such a thing has occurred once he becomes more agitated or it seems necessary to the task Phenomenon wishes accomplished. He acts as a protector of the Keepers and their interests while also robbing banks for his own benefit, on occasion going out of his way to protect those he deems too innocent. Phenomenon shows a strong bias against Pandemonium, going far and out of his way just to hinder their efforts, whether they be to support the whole faction or an individual member. He is commonly viewed as a selfish super with some semblance of a conscious, leaving the idea that he is just an average person who happened to acquire abilities that he used for his own benefit.

Alias: Carl
Costume: Carl's costume prioritizes practicality over flashiness, serving mostly to keep attention off of him and his identity, while still being effective for combat. It is reminiscent of military camouflage, except it is a blend of dark greys and black. His gloves, which are fingerless, are solid black, as are his boots and belt. Affixed to his belt are several glass jars, which have strange symbols painted in white on them. He also wears a large, black backpack. His overshirt is short sleeved, with a hood pulled up, that is made of considerably sturdier materials than normal clothing. He also wears a dark grey mask that covers everything that the hood would leave visible, except his yellow eyes. He wears a thin, black shirt underneath, which is only visible from his elbows to his wrists. His pants are just that- pants, but made of the same material as his overshirt.
He is of medium height, and gender and age are fairly ambiguous, although his voice is that of a young teen male. He is of a lean yet muscular build
Power Theme: Carl's main power is that he can use his blood to heal people from even fatal injuries, so long as they haven't actually died yet, but he manages to escape the clutches of death no matter how terrible the wound. His blood even seems to have some effect on the deceased, but besides him it doesn't seem capable of reviving anything.
He seems to have found a way around that, though, as he's able to conjure up ghosts of certain vanquished supers. they follow basic commands when given by him, but whether that's because they can't handle more complex tasks or because he doesn't bother to tell them to do anything complicated is up for debate. The most intricate thing they can do is fight and use their powers, but the exact reason for why they can do that but are seemingly unable to talk is also left up to interpretation.
Faction: Bulwark
Reputation: Carl is rarely seen, usually working from the shadows, and is more than content to let flashier heroes take the hits for him. He's never seen alone- for very long, at least- but doesn't seem to function well within the flowing dynamic of a team. He serves his purpose, plays his role, and expects everyone else to be able to do the same. If something goes wrong, he can usually find fault in how somebody deviated from his plan. When he does step out into the limelight, it's usually as the role of healer, but his ability to always have backup means that he doesn't run from a fight without great reason.
He is a known super outside of Emerald City, but he hasn't been working for long. All that is really known about his backstory is that he's a sort of free agent who will go from branch to branch of the Bulwarks. He has a certain disdain for the heroes that can't seem to pull their own weight, akin to a teacher tired of reprimanding a lazy student for not working up to his full potential, but he does his best to try and help them best he can until he leaves, often without explanation to his allies.
He is known by the general public as the stalker of teen CEO Carlos Johnston, although it is widely debated how this matches up to his otherwise "heroic" tendencies.

Alias: Hivemind, also known as Hive
Costume: Hive looks in his 20s, male, and has a slim figure. Hivemind covers himself with his insects, creating a protective suit. His suit is covered by hard-shelled beetles that cover his body from head to toe, protecting him from most elements. His suit colors are a mix of dark greens, blues, browns, with scattered reds.
Power Theme: Hive commands his insects to do his bidding, whatever the situation. He can order insects to spy on enemies, disable enemy movements, safeguard himself from outside elements, and use them to carry and move things. Hivemind instructs his insects to grab things that are far away from him, open locked doors, remove toxins or poisons, as well as most general utility tasks.
Faction: Emerald City Bulwark
Reputation: Hivemind has always been seen as a upstanding hero. He uses his powers for good and to protect people from evil of any kind. Hive defines being evil as having no care for any kind of life, harming others for personal gain, and destroying anything that would come in their way. He defines being good as protecting the innocent, standing up to evil, being brave in the face of imminent doom, and fighting for what’s right. When Hive is fighting villains, he usually tries to knock them out, bind the suspects with insects, and deliver them to the police. He does not try to kill his enemies, because he doesn’t believe killing them would do any good.

Alias: Tricky
Costume: Tricky is a five foot eleven man (or woman) of steel, in a more literal sense than not. The costume he wears is made entirely of metal, a very strong chrome material, and covers his entire body with no seeming entrance or exit. It is laid out like a jester of sorts, but a twisted imitation of one. It has a color scheme of black and bright lime green, serving as a pattern for the whole costume. The face had a large toothy smile on it, paired with a twisted set of eyes made to look murderous and a broken nose. Instead of seeming like actual paint, it was more as though the metal itself was naturally the corresponding color, giving it a look that was natural but shiny. Tricky had the stereotypical hat one would expect, although it never bounced around, and a collar piece of the same nature. There were laughing faces adorning his torso and arms, but also crying ones and simply smiling ones. One was especially large, a sinister face in the center of his chest with a large grin and red eyes, pure crimson. There was a striped green and black color scheme, that being the only color on the faces aside from the two red spots. His “pants” looked like those of an old genie in style, akin to sweatpants. Obviously, because of their solid composition, they didn’t flow, but were made to look like they were frozen mid breeze, with the green and black stripes running down them but offset from those of his upper body. The ankle part of the pants connected to the top of the shoes, which were just as one would imagine a jester’s to be but smaller. The large size of the typical jester shoe was ridiculously impractical, but a similar look kept the costume as it was meant to. His hands, in place of gloves, had faces like the rest of his arms but slightly different. On his left palm was a sobbing face, mouth hanging open and tears running down its cheeks. On the back was an angry one, brows furrowed across his knuckles and teeth bared. Tricky’s right had a jovial face on the back, mouth agape with laughter and eyes so squinted they were hardly visible. On the palm was one of shock and surprise, but the truest form of it. The face was twisted into a horrified scream, the eyes portraying the most awful and accurate terror to any who saw. It was a masterfully crafted suit, if not a whole machine. The faces on his hands were colored as they should’ve been, and his fingers were the tails of a jester hat adorning each one’s head. The hats were of a different color with each face: red for anger, blue for sadness, yellow for happiness, and that same bright green as the rest of the outfit for horror. These are all the only stagnant features. The suit has been seen growing new parts and evolving or adapting to use its many different abilities.
Power Theme: Tricky has been seen doing a wild variety of things, hence how he earned his name. And his penchant for writing it in the destruction. At times, he shoots lasers, grows, shrinks, uses telekinesis, uses enhanced strength, enhanced speed, flight, invisibility, smoke, electricity, air manipulation, water manipulation, earth manipulation, fire manipulation, ice manipulation, fire breathing, nerve gas, plant control, lights, flashes, transforms, demonstrates reactive adaptability, melts things, freezes things, uses jets for propulsion, enhances his senses, and, in one instance, shot a very acidic yellow substance.
Faction: Pandaemonium
Reputation: Tricky acts as his costume and company would suggest; anarchistically and destructively. Although his face isn’t open for viewing, the appearance of his costume suggests he enjoys it. That and his propinquity with such acts of wanton violence and mayhem. He is never seen anywhere without breaking things or hurting people, and doesn’t seem to have any allies but only ever associates with Pandas or chaotic unaligned supers. For people that know the name, Tricky is an immediate evacuation signal.

Alias: “The Good Shepherd” (or, informally, “The Shepherd” or “Shep”) Costume:
Power Theme: The Good Shepherd has no actual super power but is a skilled military leader, master spy, and top notch soldier. Faction: The Rein Initiative Reputation: The Good Shepherd has a reputation as a spy, mastermind, leader, and politician. He’s the best humanity has to offer and he’ll be damned if that means he’s less than them. The Good Shepherd is the mysterious leader of a clandestine team called L.O.V.E that provides logistical and tactical support to supers in the Rein Initiative. They are a black-book who are efficient, discrete, and effective. They will break any local law to get their mission done but avoid or minimize civilian casualties in whenever possible. Their main objective seems to be to prevent people from getting hurt and aiding the Rein Initiatives agenda.

Alias: Zenith
Costume: Typically seen wearing professional business-like attire, Zenith greets every situation with the same calm expression. She doesn't seem to care about hiding her identity and avoids attempts to appear more threatening than any other person. Probably for the best, considering she looks too small to intimidate any of the other supers. She carries around a small bag containing various medical tools in case of emergencies.
Power Theme: Zenith generates a large amount of electricity from her body. This energy is used to improve her physical capabilities, making her several times stronger and faster than the average person. It seems to take a lot out of her, as she often takes breaks in the middle of combat. Then again, she's quite durable and could be using the opportunity to quickly recover from any injuries. By injecting others with a mysterious liquid, they can temporarily gain the ability to regenerate as well.
Faction: The Rein Initiative
Reputation: There are very few records of what her life was like before Zenith started working with the Rein Initiative in earnest. Always polite, she generally shows up to assist the senior members and ensures they are capable of completing their objective. She claims to have very altruistic goals, seeking to improve mankind as a whole. It's hard to believe their sincerity, considering how little they care about individual people. She acts with a cold efficiency that prioritizes ending conflict over anything else. Several opportunities to help someone were ignored in favor of keeping herself alive in order to fight another day.

Alias: Ophiuchus Costume: Ophiuchus' attire matches his bizarre appearance. He wears the clothing that you would expect to see on someone who worked at a circus or carnival. Ophiuchus has a few snakelike features as well, namely patches of scales that are green/grey in colour and have an iridescent sheen in the sunlight, yellow eyes with vertical slits for pupils, a forked tongue and fangs. He is also never seen without one or more of his snakes. Power Theme: As stated above, Ophiuchus always has one or more snakes on his person at all times. These snakes vary in both size in colour, all the way from tiny rat snakes right up to massive pythons. Some of them are venomous, while others are not. He is able to communicate with these snakes and bend them to his will. This ability also extends to any snakes nearby. As one would expect from his appearance, Ophiuchus has enhanced strength and speed, as well as sharper senses and the ability to inject or spray venom from his fangs. Faction: The Keepers Reputation: As this slippery serpent of a man has not been active in super circles for that long and he is quite elusive, not much is known about him. Although Ophiuchus is with the Keepers, his agenda is his own. Even though he's not that big of a threat, he has been known to viciously attack or even kill those he feels are a threat to snakes and their habitats.

Alias: Titan Costume: Attachment DeletedTitan wears a mask that not only helps hide his identity, but also acts as a form of intimidation against any criminals unfortunate enough to encounter him. Aside from the mask, Titan forgoes covering his upper body, revealing his incredibly muscular physique that stands out even before he activates his powers. For his lower body, he wears a black and white skintight pair of shorts, not dissimilar to those that MMA fighters wear, and like MMA fighters, he goes barefoot as well. A very interesting feature of both the mask and shorts is that they grow alongside Titan when he increases in size, indicating that they are made of special fabric that can stretch to incredible sizes. Power Theme: Befitting his name, Titan possesses the ability to grow into a hulking giant. Disturbingly enough, observers have noted that when Titan increases in size, the sound of bones loudly snapping and reforming can be heard. In addition, when Titan grows, his strength increases proportionally and he also becomes much more durable , making him an ideal brute force powerhouse in any team-up. Reports have shown that he is slower and clumsier when the bigger he is, so he rarely ever appears at his maximum size. Faction: Emerald City Bulwark Reputation: Given Titan's powers, one would be hard pressed to miss him, and him stomping around Emerald City is a fairly common sight. He is quite well known for not only dealing with mundane street crime, but for also managing to defeat a dragon in a battle that was oddly reminiscent of a old kaiju movie or a tokusatsu show. Titan has also helped the fire department of Emerald City, not only by helping douse the flames, but by also using his considerable size to simply pluck people from burning buildings to safety. However, this has been met with frequent complaints from members of the fire department who don't completely trust the strange giant. Titan is noted for his silence, and aside from a few grunts of effort, almost no one has heard him utter a word. The mysterious nature of Titan is enhanced by how he seems to disappear as quickly as he arrived, which is strange given his power, and frustrates the police to no end.

Alias: He just goes by Kaz
Costume: Kaz doesn't wear what one would call a traditional costume. Instead, he wears an all-black ensemble that reflects his sinister nature as a violent killer for hire. While he's mostly found wearing a black shirt, black trousers and dress shoes, Kaz can occasionally be seen wearing an equally black blazer during formal occasions. He often carries a pair of reasonably large knives that he uses in conjunction with his mysterious powers, as well as an arsenal of small throwing knives.
Power Theme: Not much is known about Kaz's abilities, but reports have painted a picture that definitely pegs him as a super. His powers appear to involve him suddenly disappearing and reappearing in a completely different location in what seems like the blink of an eye. However, he seems to always use his powers in dark places, suggesting that he needs some form of darkness for his powers to actually function properly, but he has been known to cleverly get around this apparent handicap.
Faction: Unaligned
Reputation: While a relative newcomer to the Emerald City underworld, Kaz has earned himself a decent reputation as a deadly killer for hire. There has been some stories about his career in Japan, where he cut his teeth as a gangster, with varying details. Some stories say he was a former cop gone bad, while others say that he was a violent serial killer who managed to escape from prison and fled prison. However, these stories are rather dubious in validity, and are more based on speculation than facts. Nonetheless, he is rightly feared by both ordinary criminals and the police for not only his powers, but also for his incredible swiftness and deadly skill with knives, which he has a collection of and often wields two at a time. Kaz is also quite notorious for constantly leaving his mark on the scene of his crimes; his name etched out in kanji, which often appears spelled out in blood or carved onto his victims. It appears to be compulsive, as he almost always does it.

Alias: Sloth
Costume: One would hesitate to even call what Sloth wears a 'costume', since most of his ensemble are civilian clothes with slight adjustments made to them. To conceal his identity, Sloth wears a simple balaclava that hides everything except for his eyes. On his upper body, he wears a blue jacket with the symbol of a clock on his back. Underneath the jacket are often various graphic t-shirts related to comic books. For his lower body, he wears simple worn jeans and dirty sneakers, and one could confuse him for just another ordinary Joe from the waist down. All in all, hardly the most impressive outfit of anyone in Emerald City. In fact, one might assume he was just some non-powered criminal, if it weren't for the clock symbol on his jacket, and even that isn't an indication he's a super.
Power Theme: Sloth possesses some form of super speed (ironically enough). He can be somewhere one moment, then somewhere completely different the next second, without any sign that he moved from previous position. When using his powers, there is a strange blue aura that surrounds him, which often leaves streaks behind him as he moves, allowing one to figure out his path. However, this isn't enough to see his movements, as he's just too fast for the naked eye to see. It would take enhanced senses or a high speed camera to actually see him in motion. His speed also seems to be granted to anyone he happens to be touching at the moment, allowing his allies to go as fast as he does, making him a great assist to those he fights alongside with
Faction: Unaligned
Reputation: Sloth rarely operates alone, tending to commit crimes with other supers, particularly Wrath. The reason behind this is unknown, given how he seems to lack any real affiliations, despite the clear allegiances of those he fights alongside with. By himself, Sloth is generally unremarkable and unknown, especially because his power means he's rarely seen, resulting in him being given less attention in comparison to his more showy allies. The people that know him personally state that he's generally lazy and doesn't do much when he isn't using his powers, contrasting with his ability to go at high speeds.

Alias: 'Hope' or 'Forlorn Hope' Costume: Due to the nature of his power, Hope does not see it as necessary to wear a full costume when going about his superpowered life. Instead, he simply changes his outfit into his 'tactical' one; though the outfit itself is not remotely tactical, this is simply his name for it. He dresses all in white, a thick, fur-hooded jacket topping the look off, the hood of which is often pulled over the top of his head during altercations, so as to slightly hide his face, though with any luck, this should not be necessary. His pants are a pair of white jeans, tight-fitting, so as not to brush against anything or create excess noise. His feet are covered by a pair of white, high-top sneakers, to provide support for his ankles while crouching, and allow for stepping with a minor amount of noise. Power Theme: Hope's ability appears to revolve around the power to render himself not invisible, but unnoticeable. This means that whilst he is still very much there, physically, he is simply unable to be detected. This extends itself to noise he makes, things he moves and people he touches. All would be unnoticeable without outside assistance, such as the assistance of another power. Faction: Rein Initiative Reputation: Hope is renowned for his recklessness and general devil-may-care attitude. If he has to unload fifteen rounds from his Beretta 92, M93 Raffica or his peculiar Beretta Stampede Revolver Carbine to have fourteen hit civilians and one hit his target, so be it. In addition to his firearms, he is also equipped with a telescopic police baton. He views supers as far more of a liability than regular humans, and therefore sometimes, civilian casualties are acceptable. While he seemingly gets no enjoyment from hurting or killing others, the thrill of the missives are what motivates him. The hunt itself, rather than the kill, and the participation in the actual job itself, is clearly what he enjoys, going back to being stoic and quiet as soon as he is tasked with finishing off a target.

Alias: 'Jersey', or alternatively just Deanna Costume: Jersey does not consider excessive costuming necessary nor beneficial to her cause, and therefore dons standard clothing of preference (generally shorts and a variety of tops). It is, however, accompanied by various holsters, bandoliers, and an ammo belt, and the addition of heavy combat boots. Her face often goes unconcealed with the exception of a black hooded jacket and a bandana over the lower half of her face whenever she deems appropriate. She carries with her a standard Uzi Submachine Gun chambered in 9x19mm with a 40 box magazine feed system and two Beretta 92FS pistols. In the pouches, she often carries two M84 stun grenades. In order to improve her hand-to-hand combat and offer her an advantage in melee, she carries a pair of sturdy sterling silver knuckle dusters, ideal for her rapid style of fighting. Power Theme: Jersey's powers appear to manifest as an ability to manipulate the tangibility of herself and/or objects. This appears to allow her and the objects she touches to pass through otherwise solid objects without obstruction. Faction: Rein Initiative. Reputation: Jersey is known for her overzealous yet incredibly precise execution of orders. Often delighting in the dirty work she undertakes, she shows only a minor concern for collateral damage and will only avoid it where it is either ordered/necessary to do so, or it does not take a large amount of effort. Her obnoxious attitude, aggressive personality, and outspoken tendencies culminate in a ferocious and often damning reputation.
