Housing that was once intended for local dockworkers has now, along with the neighboring abandoned factories and warehouses, become filled with drug dens and gang hideouts. It's not a safe place to live, but the people here have little choice. It's not a safe place to visit, either, unless you happen to have superpowers.

The majority of this area has fallen into disuse and disrepair, with derailed train cars and rusty shipping containers scattered throughout. Looters have already carried away any materials of value, and the shelter is unreliable at best, so it's rare to find many people here. This does make it a convenient spot for clandestine meetings, however.
