The impact of the boy on Lobisomem's neck was almost unexpected, the kid had a grip!
Luckily, he was trying to fight a beast far, far stronger than him and Lobisomem whipped their head back to dislodge him, a wave of cats supporting them so they only suffered a little dizziness for their trouble.
Ok, kid, we're done here.
Lobisomem gathered their haunches, growling to warn the little cats around them before launching forward.

Ok, winging it was not going as well as Timezone thought it would. He have only hung on to the commander for what was basically a few seconds before being flung off. Briefly, he flew through the air and when he landed, it wasn't exactly onto normal ground. Nope, it was cats! And they were not happy at being used as a cushion.
"Stop, stop! I didn't choose to land on all of you guys!" He kicked and punched at the angered cats, wondering if a fast forward now would make him crash. He didn't get a chance to try as the dog commander let out a pretty scary growl, the cats certainly seemed to think so, then suddenly launched themselves at Timezone.
He yelled then put his arms above his head, hoping his arms won't get crushed or something. Thankfully the dog commander's paws landed to the sides of Timezone, looks like they just wanted to freak him out! He backed away then jumped back into a fast forward, he needed some real distance if he wanted to use his superpowers.

With the Hellhound situation covered (in cats), and Timezone causing only some minor disruption in the midst of the chaos, Big Martin allowed himself to relax a little. The fish were mostly gone by now, with only a few stores left to be fully raided. The heroes were under control, and the presence of the big dog-monster-thing (who Martin had made a mental note to research after this was all over) ensured that they wouldn't be making a comeback any time soon.
Well done, everyone, it looks like we've got this in the bag! You'll each get a fish once we're done. Now, begin the final stages! Converge on the remaining targets!
With large swathes of the market now stripped bare of their various aquatic delicacies, the army of cats was free to desert them and focus on those areas that still needed pilfering. The furry tide was already moving in reaction to his orders, the cats actually knocking people over with their massed movement as they streamed towards their targets. Soon, not a single stinking salmon would be left- and the whole city would be bereft of its finest fish for days on end! Big Martin would have cackled at the thought, but decided not to. Just another minute or two, then he could gloat...

Taking option 3.
As suddenly as they had appeared, the cats began to disperse. The noise and the mayhem died down, and the dust began to settle, with the portion of the crowd that had not yet fled now realizing that the threat had vanished. Police sirens wailed, vehicles screaming towards the scene to deal with the aftermath of the disturbance.
In spite of the panic, nobody had been seriously hurt. Many bruises and scratches and a couple broken bones, but nothing too lethal. A few storefront displays were knocked over and some valuable goods smashed, but the market was generally intact- but for one key component.
High and low, left and right, nowhere anyone looked, could a single fish be found. Not so much as a scale remained. The fishing business had just taken its biggest blow in years, and the cats would be celebrating tonight.
Big Martin, already a safe distance from the scene, quietly tallied up his prize. He'd promised his cats a fish each, but there were so many that he'd have plenty remaining for himself- perhaps to sell, or perhaps as bribes. There were many pets and strays around the city that he hadn't enlisted in today's endeavor, and perhaps he could learn something useful from them, find out about an even greater opportunity that this one.
Smiling to himself, he brushed the cat hair off his clothes wandered over to a car, once again just an ordinary civilian heading to work.

In the aftermath of the conflict, Lobisomem would find themselves approached by a lone cat, a big fat one with bright orange fur. Fearlessly, it waddled up to the beast, and raised one paw in a mock salute. "Big Martin is pleased by your assistance! Your mighty deeds this day shall not go unrewarded. My master, in his magnificent generosity, has deigned to owe you a small favor- and wishes you to know about an interesting tidbit he found out recently...

Timezone closed his eyes forcefully for a second, ok seeing everything turn kinda wavy probably was not a good sign, he never have tried time lagging so many... people? He didn't know, maybe th cats could be counted as people at this point? He opened his eyes, and already the dog commander was rushing towards him, alright time for another rewind!
He begin a rewind... and crashed. He looked up, when did the stalls fall down!? Seriously, he really didn't remember that at all! Unfortunately the dog commander have not even slowed down and raised a humongous paw. Briefly forgetting his superpowers, Timezone raised his arms above his head, arms took injuries way better than the rest of you, right? The impact still sent him a few feet away so he really couldn't tell the difference anyway.
He stood up, looking at one of his hands, it really, really shouldn't be twisted that way! "Oww...! Seriously!? I was just being a hero, why'd you do that!?" Ok, do he should stay here, not right here, but near here, so when the dog commander left, he could rewind the injury away, mostly 'cause it made him a little sick every time he looked at it.
And it wouldn't be a problem trying to rewind, all the cats disappeared, along with all the fish! He couldn't even save the fish!? What started showing was all the civilians now that they weren't in any danger. He jumped behind the stall he crashed into, he didn't really want to hide from the civilians, but not only would they be angry at him for failing at being a hero, they'd probably try calling the police on him, and he really needed to heal his hand before he left. "Alright Timezone, just come back tomorrow and you can help clean this place up, yeah that's good!"

Lobisomem flattened their ears as bones crunched under their paw, they really needed to tone down their attacks!
They perked their head up as the cats darted away, followed by the pack of dogs, in a minute all were gone. They were all gone.
Good haul.
It really was, they were full and nobody was shooting at them anymore, bonus! They startled as a orange blob spoke to them, almost stepping on the cat that was oh so small.
They blinked and lowered their head, opening an ear to take in the fishy whispers. Yes, this was interesting! It stayed in their mind as they padded away, unobstructed by the collapsed stalls and running civilians
