Khan has not had much of a run in with the authority of this city yet. That went for supers and the law enforcement both. That's why some might say he's tempting fate by heading to Police Headquarters.
But to the bold goes the spoils.
It was early, but a necessary step if he wanted to accomplish his goals. It was risky, yes, but it would be even riskier if he didn't attempt it now. Khan hops over both sets of fences, duffel bag slung over his shoulder.
He spent the last few days compiling tracking devices from the equipment he stole over a week ago. Khan waits til the coast is clear before moving onward, watching for cameras and people both. His goal was the parking garage, where he would place the small device under each patrol car he could find. He certainly wouldn't get them all tagged--not in one night--but you had to start somewhere.
He crouched behind one of the cars, placing a tracer as he waits for two officers on a smoke break to back inside. When they do, he moves on.
SCHEME: tag as many squads as possible to help him track police movement in the future.

When the call had come Gilgamesh had opted to not respond. He wasn't sure on if it was really worth his time to tag the police. Tracking their movements could be useful, if you were worried about the police. But he generally wasn't. Not that he shouldn't have reason to be, but he was just certain that he could get out of dodge before he was boxed in.
However Khan had earned some respect and so it was out of that respect that Gilgamesh finally decided to show up to aid him. He was content to watch Khan's back in case the police returned to their cars early, or if he dared to hope and dream. If the Bulwark showed up and needed to get put back into their place.

Of all the Keeper business to get involved in, tagging police cars was hardly the worst thing that he could assist on. He could get to know his fellow Keepers better, gather some good intel, and get a good view of police activity if everything worked out. The police were hardly interesting when his focus was on the city's super problem, but it was good to know where they were at a given time. It could help him plan out his city patrols a bit better, and be prepared to work it to his advantage if they showed up in the middle of a tussle.
There really weren't many downsides Muckraker could see to lending a helping hand, besides the possibility of injuries or death. Honestly though, those were a very real threat pretty much any time he walked out of the house and put on his blank mask. If this would help him do his job better, he was all too happy to join in the fray.
His hoodie got a bit ripped while trying to climb the fences, but he didn't really mind much. If Muckraker was lagging behind a bit, that just meant he had a good view of whatever Khan missed. Stuffing his hands in his pockets to hide their glow, his head tilted down to make his dimly lit eyes less noticeable.
Supporting: Seem like a good Keeper AND get some good info? Win win.

"Uh... can I go now?" Timezone sat in the lobby of the police headquarters while the police guy who have somehow caught Timezone tried to find some reason to lock Timezone up. Well, he knows how he was caught, the policeman have actually shot at him and, admittedly, Timezone have panicked and begin rewinding... right into this police guy.
Finally the policeman practically growled and waved his hand at Timezone, which probably meant he's free to go 'cause he haven't done anything bad, which he already knew. "See you later!" Timezone waved at the angry policeman and left the building, maybe he can get back to the Bulwark HQ soon, he haven't been there all day and- what's that guy doing?
Timezone stopped, trying to figure out what the weird looking guy next to the police cars was doing. He checked underneath one of the earlier police cars, what was that mechanical thing? Ok, he really doesn't know what that mechanical thing is he at least kinda knows it probably isn't good for the police people, 'cause something was always going after the police, especially if they go after supers first. Sure, it was a little annoying when they catch supers that weren't doing anything but they're just doing their jobs after all! Timezone then begin following the unknown guy who was still putting those also unknown mechanical things underneath the police cars, who knows maybe he stop him!
Opposing: The police don't deserve anymore trouble... even if they're a little annoying!

Typically, Canary avoided the police whenever possible. It meant staying out of situations where questions would come up and people's interests would be piqued. This time, however, cutting alongside the station would get her to her original destination faster.
Right up until she sees an outline of a familiar figure that makes her stomach churn. 'Great.'
She hadn't forgotten about the fight she'd been in last week, nor the message she was meant to pass on to the cops, which of course she didn't. She didn't bow to some super's desires just because they thought she was week or convenient. Now, however, she remembers the warning with perfectly clarity. Biting back on her irritation, she catches sight of another super following after the one putting something under a police car.
So he was coming, huh? Canary steps back a couple of paces and readies a gadget, trying to find a good spot to launch her attack from.
Opposing: Because Khan.

There were definitely advantages to being in an organization like the Keepers. Even if it was just temporary it was a good start for finding information or gaining some assistance when needed. Muckraker gets the smallest of nods before Khan resumes business.
It was a shame Gilgamesh hasn't answered, but it wasn't much of a surprise. The man was strong and could have definitely been useful to watch his back but it would work out just fine. Khan always had eyes on his own back after all.

Timezone was both disappointed and relived that the guy he was following didn't seem to notice him. It was good 'cause he needed to try to figure out if this guy was a villain but seriously, he was kinda hoping to do some banter, who knows, maybe this guy's talkative!
Timezone did notice the nod in one direction but the guy that also showed up didn't really look all that dangerous so he might as well keep an eye on the first guy, right? Well, following was getting nowhere so maybe he should fast forward? He didn't know, it looked like he was the only hero here and he never really had a plan, ever. Timezone planted his feet, deciding he might as well fast forward since he is a superhero!

So far it seemed like nothing was really happening as a threat so Gilgamesh kept watch until he saw someone looking under the cars. Possibly removing the devices that Khan was putting down. He didn't know the face but it was possible that it was a Super? Certainly worth a look. He'd follow from a distance keeping an eye on him to see if it was a fluke or not.

Well this was interesting. Canary holds off on further attacks for the moment, watching as someone else comes along and gets a nod from Khan. She waits to see if the other man does anything, approaching the small group with the intent of not being seen yet.

Well, that was new. An object struck and flew off him, distracting him momentarily as Timezone grabbed his arm. He's not sure what happened, but it feels like he took a hit to his gut. Looks like there would be a few speed bumps after all.

Timezone slowed down as the time lag affected him and, hopefully, the mystery guy. Seriously, he may be getting used to his time lag but feeling sick was not fun! Eh, at least other people feel just like him! Though he really didn't know what was the thing that hit the mystery guy out of nowhere, good thing it did! He waved in the general direction the thrown whatever came from, "Thanks, whoever you are!"
Nobody has attacked Timezone yet so honestly, he was feeling pretty confident, who wouldn't when nothing bad has happened yet? He even got a better look at the mechanical stuff the man was holding, it didn't even look dangerous so bonus, for both him and the police!
Timezone got some distance from the mystery guy by jumping into a fast forward and stopping a few feet away. And he tried out some banter, it was kinda long due! "Hey, you're trying some villainous stuff right? I think you should just give up, some heroes are already here you know!" He included the unknown person who's helping him fight this guy, they were probably a hero too!

Well that was a waste. With a small huff as her invention bounces off of its intended tartget, Canary began circling the area. It would be intending to see if she could get a better look at one of the devices under the police cars, maybe even "borrow" one. For science.
Wait, was she just thanked? She didn't recognize the voice or face, so it was unexpected to say the least. She readies another device, just in case. They seem more interested in Khan for now and--
They just included her in a team. A super team. Wonderful. She crouches behind one of the cars, glad she moved away when she did and hoping that the supers would focus on each other, rather than her.

Well that all happened pretty fast. Khan was attacked by not one but two people. One throwing little gadgets and the other was going for hand to hand combat against Khan. Well, he'd seen first hand that Khan could handle himself in a fist fight so he wasn't worried about the guy that was engaging him in close quarters. Khan could deal with that. Which left only one person for him to take out.
