Geata was a self admitted highly functioning moron. He knew full well that he made terrible decisions. It was one such terrible decision that led him to go to the docks in search of a certain sparkly super. It also prompted him to debate upon another decision: should he apologize and then explain, or explain and then apologize? Either way, he was screwed and he knew it. He had given a potentially aggressive super Aurora's name and instructions on how to find her. Given how much he knew she loved having her time wasted, Geata was expecting to have a bad time. He was dashing from portal to portal, trying to find the shimmering super as quickly as possible, but the docks were a large area for one guy to cover, even with super powers. He stopped after a while to try and catch his breath, looking up to see bright, shining, rainbow colored lights not to far down the street. He grinned exhaustedly as he started walking towards the source. He could only hope he wasn't interrupting something important. Aurora Disicio

Normally when Aurora had five minutes to herself she'd try to find some way to fill that time with something useful. Her attempts to do that this time resulted in her being nearly doubled over as she remembered that she hadn't eaten all day. As much as she hated taking time out of her day for something as trivial as eating, there came a time when basic biological needs couldn't be ignored. After a quick trip downtown to grab a quick foot long sub and a large water, she returned to the docks to eat it and watch everyone work. The building she was on was fairly short, only a story tall, and her aurora hung clearly in the sky to let people know where she was. It wouldn't be hard for anyone to contact her.
Even so, when she saw someone clearly running towards her, she made no effort to hail him and just stared at him through the corner of her eyes. That didn't change when he was with in talking distance either. Taking another bite of her sandwich and chewing it slowly, she just stared wondering if he was going to say something or just stare at her.

When Geata saw that Aurora was eating, he paused briefly and considered coming back at a different time. He doubted he would be able to come back later and still be make it in time, though, and he knew it was too late for him to turn back even without that. Preparing himself to deal with the consequences of his actions, he walked through a portal onto the same rooftop as she was on.
Last time he had seen her had been a strange experience. She had just finished dealing with an unfortunate soul had made the apparently very big mistake of crossing her when Geata met her, and it somehow ended up with him getting assigned a couple jobs to help the efforts with making the docks livable again. And the entire time she had not been particularly happy about having to deal with him. Knowing this, Geata was uncertain and very worried about how this interaction would go. He steeled his nerves, though, and went and sat facing the same direction she was, careful to make sure she had her space just in case she was picky about that.
After a few seconds that seemed to stretch on for eternity, Geata decided on what he was going to say. "To be blunt, Aurora, I have probably fucked up. I told a super from out of town that if he had any interest in Pandaemonium, you were the person to find. I have no idea what he might be capable of or what he might want, and after I fucked up I realized I should probably at least warn you." He sighed and waited to see just how the girl reacted to the news. He doubted she would be happy, but he could hope that he hadn't actually screwed up at all, slim as that chance may be.

Aurora was able to slowly chew through several bites of sandwich and even have time to pause to sip her drink before the moron finally started talking. It figured that once he did he just rambled on about nothing without actually explaining anything like she should just know what the hell he was talking about somehow. It also sounded like it was just trying to say as many words as quickly as possible and that he was freaking out about something. She took another bite of her sandwich after he finished, her expression remaining flat. Once she finished chewing she put up one finger not too far from her face.
"Stop. Breathe. Now use your damn words. What the fuck are you talking about? And why would you suggest me?"

Geata sighed. At the very least, he wasn't being hit by anything. Or stabbed. Crushed. Other various activities that would cause him bodily harm. Going well, as far as he was concerned. Unfortunately, that could change very quickly. Especially if he didn't explain the situation clearly. He took a deep breath and started speaking calmly.
"While clearing some of the left over rubble in the suburbs, I had a conversation with a super. The super in question, a large metal man, is brand new to the city. To make a long story short, he said he might be interested in Pandaemonium. Whether in joining or learning, I don't really know. Of the few Pandas I have met, you're the only one who would be remotely good at dealing with a new guy."
He sighed and ran a hand through his hair. "I'm sorry," he said quietly. "I shouldn't have done something like that."

"Oh," her eyes narrowed further. "So the reason you didn't say more wasn't because you were panicking, but because you really know jack shit. Fair enough. Is that all?"
Aurora ripped into her sandwich once more, showing clear signs of irritation, but nothing more than usual. All things considered, if someone wanted to know what was going on in Pandaemonium, she wasn't a bad person to ask, even if she wasn't exactly thrilled by the idea of someone bothering her about something so stupid at a time like this. It wasn't something she could get too upset over.

Geata raised an eyebrow and looked at the sparkly super for a brief moment. "Yeah, right, it couldn't possibly be because you've said yourself what happens to people who get on your bad side," he said quietly, punctuating with a roll of his eyes. "You aren't wrong about the not knowing anything, at least. That's why I'm here. In case things could get violent between you and the metal man, I thought you should at least have warning."
He sighed as he looked out at the reconstruction efforts. It seemed to be going fairly well, much better than expected. "Is there anything you guys need a hand with?" He asked offhandedly, taking in the view. Even he knew that saying more would be pointless, no matter his reasons.

"Please, if you were that concerned about it you wouldn't have name dropped me in the first place. I doubt you're even that concerned about what might happen given what I can do to metal, but I was feeling generous and was going to let that slide. I also doubt that you particularly care whether or not it does get violent given you don't seem to have much interest in actually doing something about this so-called threat too, but once again, I was going to let that slide. I figured if you wanted an excuse to talk to me you'd use it and segue into the next topic quickly."
Aurora took another bite of her sandwich, her eyes not leaving him. If he was going to get pissy about getting asked for clarification of all things then she saw no reason to hold any of her opinions back at this point. Once he asked his question, she just stared at him for a moment while chewing another bite of her sandwich.
"You can barely go two blocks without finding something useful to do. There's several buildings that still need to be torn down, grass and trees that need to be planted, garbage that needs to be cleaned up, and some other buildings that need to be inspected to see if they're still fit to live in or if we should just tear them down too because they haven't been cared for or have been used to make drugs. Take your pick."

Geata just let the criticism wash over him. She could doubt his motives all she wanted, but it really didn't matter. He wasn't going to get through to her with words, she just wasn't the type to receptive. It was better for him to just understand that. It would make things easier on him in the long run, should he actually decide to deal with Aurora more than every once in a while. Odds of that were slim, but still there, he supposed.
Aurora's list of jobs did remind him of something he had wondered about before. "Say, Aurora," he said, "what led you to become a Panda, anyway? I guess it fits the mission statement that you'd be different from the others, but seem a bit more goal oriented than your colleagues."

Aurora could practically smell the irritation coming off of him even though he was the one that decided to bother her about something useless. Everything she said was entirely accurate, if he was that afraid he wouldn't have bothered with any of this because he wouldn't have name dropped her in the first place. And as expected, he stopped trying to pretend that was the actual reason he was here and started asking things. It was always 50/50 on whether or not she'd humor such things, but given she couldn't exactly be running around carrying a sandwich and a large water without looking ridiculous meant she'd be sitting around anyway, she figured she might as well.
"I needed manpower, and the people were easy enough to bully into doing what I want. I also knew that at some point I'd have to impose at least some rules on everyone, Pandaemonium or otherwise, just so we don't destroy ourselves. I figured having some amount of respect in the group least likely to accept it would increase the odds of success. That's all, I hate pretty much everyone here and what Pandaemonium as a whole stands for."

Geata nodded slowly after Aurora gave her answer. It made sense, of a sort. It also left more questions than it answered. If she was willing to deal with all sorts of people she hated for the sake of her goal, for instance, what else would she be willing to do? It wasn't something that screamed she would kill for her goals, but it certainly made Geata wonder what her line in the sand was. Of course, he didn't know the woman nearly well enough to expect her to explain absolutely everything. Of course, at the same time, an answer like that begged for certain questions to be asked.
"So what do you need the group for? To help you impose your rules, or something else?"

"An individual can only accomplish so much on their own. Having more of a force to call on increases the kinds of threats I can handle, thus letting me make bigger moves than I otherwise would. Being able to impose a series of rules is secondary, but important as well. If we don't set rules of engagement for ourselves, supers will destroy themselves and everything around them. I don't think that's up for debate. The people in Pandaemonium seem like the ones least likely to accept that, so doing everything I can to get to get them to accept that is important. I figure having a degree of respect in the group will help persuade them."
Aurora spoke with a matter-of-fact tone. To her all this was obvious already, but she didn't mind people asking her about what she was trying to do. Given how many people had an interest in her, and were trying to force her into some kind of leadership position, yet weren't asking these questions it was almost refreshing. More people needed to if they actually wanted her to run Pandaemonium like this.

Geata thought about what Aurora said. While what she said made sense and made it clear that she had put some serious thought into it, there were a few things that the masked super wondered if she had taken into account. One such thing was that respecting someone didn't entail obedience. He respected her, would even go to her to get an idea of how he could help best, but if she were to tell him to do something that he flat out disagreed with, he wouldn't care how much muscle was behind her. He would oppose her, and that would create the exact scenario of 'supers destroying themselves and everything around them' that she just said she was against. Or, he thought, perhaps he was the one who was wrong. Admittedly, he didn't know enough to say anything for certain. Even so, it was possible that she was being overly idealistic, not that he was going to argue with her over it. It could be a topic for another time. He was more curious about something else, anyway.
"If you're going to be facing threats like that on the way to your goals," he said contemplatively, "then you must have some seriously big dreams. What do you hope to achieve that you're needing the combined strength of Pandaemonium to accomplish it?"

"I want to make this city a safe haven for supers, a place where we can freely walk around without having to wear silly clothes or masks. Though, I'm not stupid enough to believe I'll ever have the combined strength of Pandaemonium. The odds of it ever truly uniting are so slim it's not even worth considering. There's just a subset of people that are easy enough to bully into getting them to do what I want.
"Unfortunately, in order to get all this to work we largely have to live separately from the unpowered people, which means we have to be completely prepared to take care of our own problems. This is why having rules of engagement is so important. As long as we as a community draw clear lines to determine what is acceptable and what is not, a lot of conflicts will end a lot more smoothly than they do now, as long as people are willing to respect the rules. It's probably the single most important thing to work out because of the damage so many of our powers could cause. I'm quite certain it wouldn't even take me even thirty minutes to level the entire city if I put my mind to it. This is obviously not acceptable, so I have to purposefully limit what I'm capable of doing in order to keep the city itself in tact. That's all the rules of engagement do: limit what people can do so we don't quite literally destroy the entire world while resolving other conflicts.
"I'm still trying to hammer out the details for what the rest of it would look like, but as much as I hate to admit it, I doubt I'll have the time to make a new system for us, so we'll have to use the existing one. We'll need our own set of rules and our own governance separate from that of the unpowered to make sure our interests are thought of. So, effectively, we'd have our own mayor working with the unpowered mayor to deal with city issues and the generation of laws. I don't think our own laws necessarily have to completely match the unpowered peoples' though I suspect they'll be similar for reasons I hope are obvious.
"That's the...very basic overview. It's a very complicated situation, so it would take a great deal of time to explain everything."

Geata grinned under his mask. Aurora certainly had put some thought into her goals, that much was obvious. He even found that he agreed, for the most part. Still idealistic, but if it actually could be put into action then it would certainly make life as a super easier.
"You don't exactly dream small, do you?" He chuckled slightly as he spoke, but it wasn't a mocking tone. "It's no wonder you're able to get people to work for you; you're pretty persuasive. But I can't help but wonder about a few things." It certainly would make life as a super seem easier, up until certain other factors were taken into consideration. And if Aurora was dead set on her goal, Geata couldn't afford to save his concerns for another time.
"Maybe it'd make more sense if I heard everything, but going off of the basics, I can't help but notice a few flaws. Dragons, for instance. I'll get more specific on what I mean with that subject if you'd like, but it's not the only issue. You'd also need a certain degree of 'willingness to work with us' from the unpowered people, and I don't see how you'd go about getting that. Not to mention the supers that wouldn't appreciate having rules forced on them, to keep the world standing or otherwise." He paused and waited for a few moments before continuing.
"I'm not saying I disagree with your plan. If everything works out right, it would be great. But I seriously hope you've thought this through completely. If not, once things go too far, we could all end up in a situation far worse than the one we're in now. And if the ball gets rolling too soon, it'll be hard to stop it later on should you realize that you've made a mistake. With something like that, if you mess up, it won't just be you that suffers the consequences."
