Aurora finished off the rest of her sandwich and folded her arms. Her work wasn't a dream. She systematically plotted out each idea and did the necessary research and thinking in order to figure out how to bring it to fruition. From there, she gradually started to figure out the steps to get there. She had been stuck for a little while, but the death of that super during the dragon fight and a few other events going on in the city made her realize she didn't have that kind of time. She was going to have to make some sacrifices she didn't like the idea of.
"I don't think you're in any position to be questioning me about whether I've thought all this through," she looked at him out of the corner of her eye. "There's only so much you can do to prepare for dragons. At this point, they should be treated similarly to natural disasters until we learn more, and people that don't help with their neutralization will have to be punished. I am under the impression that people are already looking into this, so I'm directing my attention where I'm better suited. At some point I find it likely that I'm going to have to beat the information out of the Keepers, but this isn't preferable and I'm willing to give them a little bit more time to realize how stupid they are. Granted, if the last attack was an indication of anything, they don't seem to know that much more than the rest of us.
"We don't have to work with unpowered people, they've already decided for us that's not even an option worth considering. It doesn't matter what we do or how nice we are, they will never have any amount of acceptance for us, so the only solution is to live separately from them, even if we are in the same areas. If they have a problem with it they can leave. I just want this one city, they can have the rest of the world. That hardly seems unreasonable.
"I've already said that getting people to agree to the rules of engagement is going to be one of the hardest things, and cited it as one of my reasons for Pandaemonium. Are you even listening to me? Regardless, it's clear you don't know, or think, as much as you think you do and your attempts at trying to be useful are pathetic. I'm already several steps ahead of you, you should take some time to think and reflect before you start trying to poke holes in what I'm doing."

Geata struggled to not simply sigh in response. She was doing exactly the same thing she was accusing him of. He wondered if he might have simply been more informed than she was. If so, he felt almost obligated to let her know. If she actually knew and was just disregarding the information, though... He wasn't sure how he would feel about that.
"What I meant by dragons is that having more supers in one place is going to bring more dragons to that place. I'm not sure what all you might or might not know, but I've managed to get my hands on some Keeper information. Apparently, dragons just... appear at a specific super, kill said super, and then destroy everything around them. Once done, they wander around and more often than not go after more cities with supers. Bring too many supers into one place, it'll probably become a hotspot for dragon attacks. And then your 'safe haven' will be closer to a slaughterhouse.
"As for unpowereds and needing to work with them, let me ask you something: how many supers do you know that can produce food? As much as you might hate it, we depend on unpowereds for a few things. Food, for the most obvious example. We'd need a working system with them in order to get what we need, or we'd have to resort to constantly stealing it. Not to mention the fact that there are supers who wouldn't take kindly to that idea, which brings me to the next point.
"Your rules of engagement? How many supers are going to fight tooth and nail against anything even slightly resembling rules? And unlike the guys who would be following your rules, should things get violent, they wouldn't be holding back. Now who's more likely to win an all out fight? The people who keep themselves in check, or the ones willing to burn the world down to get their way?"
He looked at Aurora flatly. "Like I said before, I'm not against your plan. It's not like anyone else is really doing anything to make things better. But this is something that could seriously ruin everyone's lives if anything goes wrong."

"I've been planning this for years, and you've been thinking about it for what, less than five minutes? The fact that you think you can poke holes in any of this, or that you think I haven't hears about any of this from someone else, or that I haven't even thought about any of this myself is laughable," she turned and looked him directly in the eye. "You don't have to be afraid. Change is scary, but it's often for the better. There may be a time where you have less, but you will at least be able to exist as yourself without fear of being harassed or killed. Don't let them fool you into thinking you need them just because they run the world right now. Things don't have to be that way, we can make it better.
"You underestimate the diversity in skills that we have. I know a super that can spawn just about anything from nothing. Your power would make logistics a non-issue. Mine is also good for transporting large amounts of stuff and would work very well with yours. There are so many powers I couldn't even begin to describe what we could do with them if we put our minds to it. Further, we are more than our powers. I doubt the only thing most supers can do is throw around flashy supernatural abilities, I'm willing to bet that every single one of them have mundane skills too. We can do a lot. Anything they can do we can do better, maybe not on an individual by individual basis, but as a group you can't deny that supers are just better. For your example, farming and ranching aren't exactly specialized skills. Nearly anyone can do it, if we couldn't we would not have survived this long as a species.
"I have already stated that I know people will fight against it, several times in fact. I cited it as one of the reasons I was willing to be part of this cesspool of a faction. You say this like it's some profound statement that I should be really worried about, but look around you. If you take even a fraction of a second to actually think about what you're saying rather than spouting the first thing that sounds vaguely intelligent you might have better luck in coming up with actual problems or actual good ideas. Even in the unpowered world people don't follow the rules, and people deal with them. It's important that we as a community agree on these rules, and build what they will be together to maximize the number of people that go along with them, so that we as a community can deal with the people that refuse to follow them. People are unreasonable, but most of them have some sense of self-preservation and a desire to live a better life. If someone breaks the rules, they may get one victory, but if this is done right they'll turn most of the community against them. They won't last long in that case. Though I do agree that we need a designated area for people to go all out on for those conflicts that simply can't be resolved halfheartedly. It would just have to be a place we're prepared to turn into a wasteland.
"I reiterate, things can be better. In order for things to get better there need to be drastic changes. Don't be afraid of them."
The new information on dragons made her look back down and furrow her brow. While she was glad people were trying to find more information on dragons, she wished they were better at spreading it. The moment she heard anything about dragons she spread it like wildfire to anyone that would listen to her, and often even to the people that didn't. At this point Aurora was convinced that she was the main reason Pandaemonium, and probably a lot of others, were even half as prepared for the last dragon as they were. After a moment she steepeled her fingers in front of her mouth and stared off into the distance, clearly deep in thought. She was clearly not hearing anything he or anyone else was saying as she thought through the implications of this. Once she came to an answer, she lowered her hands, though she continued looking off into the distance.
"I don't think this changes much. It makes our situation more dangerous than I thought, and drastically increases the necessity of figuring out how to properly fight them, but that's the extent of it. We can't fight dragons alone. If a dragon manages to find a lone super that super will die, there's very little doubt about it. Increasing our numbers is the only way to fight them off effectively, so it's rather unfortunate that our best strategy will bring more of them to us. I still think it's our best strategy though, we have to work together."

Geata maintained Aurora's eye contact up until she looked away, at which point he looked out into the distance himself. He thought about what she said, then he thought about what he had said. He realized how he sounded, and it wasn't quite what he had intended. He sighed before turning back to face the female super. When he spoke, his voice was quiet and calm and he did his best to make it very clear that he was being serious.
"Aurora... I apologize. I realize that it sounds like I'm arguing for the sake of arguing or to make myself sound smarter than I am. Or, like you say, it sounds like I'm scared of change, that I'm clinging to the status quo for fear of things getting worse. And yeah, that last one is probably more true than I'll even admit to myself. But it's less that I'm scared of change in general, and more that I'm afraid of being too passive in letting my fate be decided by other people.
"Putting blind faith into people with plans that were either poorly thought out or poorly executed is one of the easiest ways to make things worse. I just wanted to be sure that you had already thought of solutions to the issues that I could think of within the span of five minutes. If you hadn't, would you expect me to believe that you had thought of problems that weren't blatantly obvious? The reason I was questioning was because it hadn't already been explained. Assuming that you had thought of answers simply because you said you had a plan would require a special kind of stupid that even I won't admit to being.
"To go slightly off topic, exactly how many people have agreed to help you reach your goal? And of those, how many did so blindly without even bothering to try and understand the basics of it? I can't do that. Hell, as it stands, I'm already dying to get you to tell me absolutely everything you've thought up. Only reason I've not outright asked already is because I'm pretty sure we both have much better things to do than to sit here for hours while you discuss your every intended move, not to mention the questions and concerns I'll undoubtedly have."
He stopped and, for a brief moment of utter confusion and panic, desperately tried to recall what his overall point had been. He then quickly debated on whether or not mentioning that to Aurora was a good idea or not. Deciding it would probably make things worse, he decided to wing it in the hopes of remembering and being able to bring it back.
"I know it might seem like I've not been listening to what you've been saying. I have been, honestly. But let's say, hypothetically, somebody proposed an idea to you that held the potential to work out better in the long run than what you have planned. Wouldn't you try to get as many details as possible, in the hopes of both understanding better and possibly improving your own goal?"
He paused a moment and considered the last thing that she had said. She had a point, but maybe some feedback would help her think of something better. Geata felt sure that grouping every willing super together in one place was a bad move, but just one safe haven for them would strain relations between supers and unpowereds an incredible amount. He couldn't decide what was best, but Aurora had the mindset to figure it out. As much as he hated to force the decision on her, and as much as he knew she had likely already thought of everything he was about to say, he couldn't think of a better alternative for the situation.
"As for the dragons, I'll make sure to get you a copy of the paper that I shared with another group of supers. There isn't much to it, but it might say something that influences your final decision. And on that, I have a suggestion. Take it into consideration, don't, doesn't matter to me. You've probably already thought of this, but what if we were to have multiple places for supers? We wouldn't have the advantage of everyone fighting against every dragon all together, but we wouldn't have to worry about being hit while we're recovering quite as much."

"No, there's nothing wrong with asking questions, but that's not what you were doing."
Aurora folded her arms again and looked down at the street below. She was clearly deep in thought again, though not as much as before. It took her a moment to mull over exactly what she should say. Once she started speaking she didn't move. Her arms were still folded in front of her chest and she was still staring at the ground.
"It sounds like I don't have to convince you why this needs to be done, so I'll skip that part. In terms of working with the unpowered people, I think of it like this: If they all disappeared tomorrow, would we be okay? Not just survive, but would we be able to thrive without them? There would be an awkward transitional period, not unexpected when thousands of people just suddenly disappear, but I have little doubt we'd be able to continue on mostly the same. My work in the reconstruction efforts in the docks has at least proven that much I think, and my current influence over Pandaemonium would allow me to control them somewhat. I've worked with several supers with a variety of skills, and I have little doubt that there would be enough of us to pick up the pieces. I already have a mental list of who could do what to a degree.
"If unpowered people decided to start working with us tomorrow, there probably wouldn't be much objection to it. In fact, there'd probably be a lot less fighting in general, as most of the supers I've spoken to wouldn't have any objections. There would be some that would continue to cheat and steal, but there are unpowered people like that too. They could be dealt with by the full force of the law like anyone else. In other words, it's them pushing us to the fringes of society, not us forcing them to do anything. If they want a peace between supers and the unpowered, the onus is on them, not us. If they refuse, well that's not my problem, I'll go through with everything regardless. And that's all I have to say about unpowered people. I hate how ever discussion about us has to be made about them too," Aurora narrowed her eyes and frowned.
"In terms of governance, I wanted to try to create a new system because democracy and capitalism are both terrible, but I don't have the time to design something like that. I can't afford to sit back and wait because I couldn't dream up something anymore. Therefore, we'd have our own mayor and city counsel, our own police force, and our own laws. Our part of the government would in no way interfere with the affairs of the unpowered, and the unpowered would not interfere with ours. Our police force would only handle powered threats, and would leave unpowered threats to the unpowered police force, though I'm not against the unpowered police force cordoning off areas and helping civilians escape superpowered fights should they decide to do so. Our law enforcement would have to be a little different though. I think we could leave most problems to them, but if someone starts breaking the rules of engagement then all of us need to get involved. We cannot let that stand.
"The rules of engagement cannot be decided by me alone. I intend to gather some of the more powerful and prominent supers to discuss them until we can come to a consensus. This increases the odds that they will be followed, and if they are not then we should at least have some amount of force to punish the people that refuse. Because of that, I cannot tell you what they would be at this moment. I can tell you that I'll be pushing for no killing, supers or otherwise, or giving serious injuries. If a dispute requires someone to go all out, those rules can be ignored, however they must fight outside of the city in a designated location. No going after friends or family when you have a problem with someone, or taking hostages in general. No causing enough destruction that it would take more than a week to clean up. No use of poison gas or anything that might permanently pollute the area, unless the dose is small and will dissipate within an hour. Those are the things I consider most important. I believe that addresses your concerns for the time being."
Aurora thought about his proposal for a moment, but she didn't go into a trance like before. In fact, her response came quite quickly.
"I can't commit to something like that," she waved her hand dismissively. "Managing one city will be difficult enough, I can't promise that I would be able to handle two. Someone else would have to do that. Further, in order for us to be able to help each other in the event of a dragon attack, the cities would have to be fairly close together, which kind of defeats the purpose. I can't say it's a bad idea, but it won't be something I'll be trying.
"If you give me any information I'll be sure to spread it around as best I can," Aurora nodded. "I'm quite loud, it shouldn't be a problem."

Geata considered Aurora's words for a moment before climbing back to his feet. "You have a point," he said, lost in thought. "More than one, to be more accurate. And you've certainly given me a lot to consider when I get the chance." He turned to look at the other super before continuing. "For now, though, I think what's most important is that if you ever need a hand with this or most anything else, all you'll have to do is ask."
He turned and started to stretch his legs before he thought of something else he wanted to know. "Say, Aurora, out of curiosity, what is your opinion of me?" He wasn't expecting much, if he even got an answer, but he was pretty sure that the answer she'd give would be one hundred percent truth. That wasn't something he could say about many other people he knew, and he found it was an opportunity to know that he couldn't pass up.

"Obviously. I know what I'm doing. And I'll keep that in mind."
He got up and stretched, which told her that his curiosity was finally satisfied and he was finally going to do something useful. Her mind started drifting back to the things she needed to get done tonight, and was only stopped by the mother of all stupid questions to ask. Aurora's face contorted into a scowl, even deeper than the way she was earlier, her mood clearly completely soured.
"You care too much about what people think of you and try too hard too hard to make them like you or, perhaps more accurately, to make them think you're really smart and interesting. It's hard to tolerate sometimes, but I'm used to dealing with even less desirable people. Now go find something better to do than trying to make me inflate your ego."

Geata listened to what Aurora said with an eyebrow raised. That was how she saw him? He supposed she wasn't entirely wrong, but it was kinda obvious that she didn't really get the point. That was alright, though, and he certainly wasn't going to waste any time on trying to explain. Her last statement- or command, rather- got him to chuckle in spite of himself.
"You really think somebody would ask you that thinking that they'd hear good things? You just told me repeatedly that you absolutely hate the people you're working with. Why would I possibly expect better?" He shook his head as he turned away and jumped off the building, a portal open where he would otherwise hit the ground. Honestly, he had been expecting worse. Hard to tolerate, but not the worst? Hell, he'd even count that as a win. It was definitely the closest thing to a compliment he would've expected her to say.

Now that he was finally leaving, and she had eaten her meal, it meant she could get back to work too. Finally. It was times like this that she almost wanted to take Dullahan up on his offer to remove most of her need for basic biological necessities. Aurora slid off the side of the building, calling her aurora to her feet, and darted off to where she was needed next.
