If you needed to keep people from escaping a given location, the first thing you wanted to do was make sure they couldn't get to their cars.
Big Martin's mighty battalions of the feline variety had already surrounded most of the area, but the greatest concentration of them could be found around the motorcade. There, they sowed chaos, forming tight pack to attack anyone trying to reach a car door, and planting their butts en masse upon windshields, so that anyone trying to drive a car would find themselves unable to see anything but kitty hindquarters. Escape was no longer possible, unless someone managed to clear away the massive swarms of cats!
Their leader, however, had no attention of allowing this to happen. With the huge numbers of supers popping up all over the place, Big Martin had little idea of who to trust, and so his orders were simple. Keep your eyes peeled, boys and girls. If you see a human we've fought before or a human I don't recognize, you jump them! No questions asked!
The first few victims, mostly civilians, were already buried beneath small furry piles on the outskirts of the main swarm. It might seem excessive to spend so many on people who were likely not a threat, but Big Martin's army had been growing at an incredible rate since the Dragon attack, and he had plenty of cats to spare. Anyone who dared challenge him now would soon find themselves drowned in an ocean of fluffy, bodies!
His legions meowed in unison, their combined voices drowning out all the panicked screaming for a moment, a loud challenge ringing out to any would would oppose Pandaemonium's plans here. Or maybe they were just asking for attention. It was hard to tell.

Cats. Cats. Cats everywhere!
Lobisomem stepped gingerly over a few swarms, wishing they had brought their dogs today. Quickly, they shook their head and focused on the task at hand, getting this shitbag of a mayor out of here.
First of all, the cats had to leave. They plucked a bunch off of one screaming civilian, who fearfully his behind Lobisomem tilted they snapped at him to leave.
They sighed grumplily, they had their work cut out for them.

The cats were far more appealing than the objective, that was for certain, and of the two, Valkyrie knew which one she'd actually call a fleabag. Mental quips aside, the cats were an annoying hindrance, a small furry ocean washing over the road and the people unable to break away or escape in time. But be they annoyanc, distraction, or adorable fluff, they were not going to get in her way.
She hopped up on a car that hadn't been covered in cats yet, ignoring the muffled cry of someone who was being buried alive, looking for the targets that mattered. Two were unfamiliar faces, and as Emerald City had shown, it had a tendency to have supers pop out of the ground and the slightest hint of a ruckus.
Let's see what they were made of, if they chose to stand.

Aurora sighed. The mayor's speech was depressing, but she was used to that by now. These people would never give them credit for their work, and they would never accept supers. Being nice wouldn't change that, helping them wouldn't change that, being a docile servant would change that. It didn't matter how nice any super was, even if every single one of them was a nice little slave they would still be hated. Yet there were so many supers that still seemed to think if they just groveled at society's feet that somehow supers would be accepted and they would be loved. It was sad in more of a depressing way than a pathetic one. She half considered letting the mayor go and intentionally losing this one just to show these people how hopeless this strategy for acceptance was, but she couldn't do that. She couldn't lie and then set supers back on top of that. They would all learn eventually.
Due to a scuffle with security, the mayor managed to dive off the stage and into the crowd. Rather than go for the crowd itself, she just watched which direction he was running. He was likely running towards some kind of vehicle or way out, so she could cut him off there. Cats were starting to swarm the area again, much to her displeasure, but she could just travel above them easily so they didn't slow her down. As long as they didn't get in her way she wouldn't do anything to them. The other supers weren't much of a concern either. Whether they were on her side or not, she was certain she'd be able to swoop in and grab the mayor without much interference.

Nemesis was someone he wanted to fight, but with the Mayor fleeing and an even more appealing target standing between him and the Mayor it was an easy choice to make. His eyes and world focused in on Valkyrie as she stood on one of the cars. Fine with him. They could duke it out here and now. He'd hop up on the car next to her clenching his fists to crack his knuckles as he stood before her. He wouldn't strike her back, he'd not stoop to her level.
"Valkyrie."
That was the greeting she'd get before he'd bring a knee up to strike for her kidney. The others could get the Mayor or let him get away. He'd deal with him later, or he'd be dead. Valkyrie was the bigger and more interesting target for now. And they'd settle this like disciples.
On the battlefield.

Aurora dove for the mayor now that he was a sitting duck. Normally she would take her time, but with all the supers about she didn't have that luxury. Once she reached the top of the wall, one of the other supers swiped at her with a great deal of force, more force than she would normally use on another super. She didn't understand their logic. This scumbag with everything he said and did was worth protecting, but it was perfectly okay to break the bones of the supers retaliating and the ones trying to make a place for other supers? They were little more than reactionaries, hardly worth even worrying about.
Aurora slammed into the ground a few feet from the mayor, making a dent in the pavement. Her shoulder took the brunt of the attack, and she was pretty sure she heard it snap. It didn't matter, she only needed one arm for this. Forcing herself to her feet using the good side of her body, she rushed for the mayor once more. One attack wasn't going to stop her from dragging him back to the stage.

Lobisomem snarled as their path was suddenly blocked by a bunch of rubble, clawing up and using their huge size to try and free themselves.
The presence of the other two was known to them, but they chose to ignore them, they could brawl with each other for all they cared.

She knew it wouldn't take him long.
Valkyrie remained where she was as Gilgamesh landed before her, the car rattling under the shift in weight as her rival loomed before her. She knew what he could do, or least had been able to before, and knew she would need to adapt to whatever new abilities and strengths he had acquired.
There was no verbal greeting from the smaller disciple, the acknowledgment in her eye as his shadow crossed the vehicle. Already, she was moving, pivoting to the side to let his momentum carry him, but he was faster than she remembered. Or was it that he was faster now than before, as well?
Either way, conning him into thinking he was succeeding wasn't going to be an option. She grunted at the strike to the kidney and followed through, relying on her own movements and gravity as she brought her elbow up with a sharp jerk towards his face. Whether it hit or not, she would drop down to sweep his feet out from under him. Better to press her chances now than not at all.

His head shifted to avoid the elbow strike of Valkyrie's but her leg sweep managed to kick out his legs from underneath him. He'd place a hand on her shoulder however as his body began to fall, pushing down on her to use her own body and weight as grounding support as he lifted his body over her in a flip off a springboard named Valkyrie.
Landing behind her back to back he'd send another elbow backwards toward the back of her skull. She didn't want to do the niceties, that was fine. He didn't need them to kill her. And with her gone it was just one less obstacle in his way to his own end goal. Doing it here and now was a good a time as any.

Sure enough, other supers had popped up near the horde of cats, and were already battling it out over the fleeing mayor. They seemed fairly evenly matched, so far- but Big Martin had no intention of waiting around to see which team one. Already, his soldiers had formed ranks in front of the mayor, moving steadily forwards to surround him. With Aurora on one side and hundreds of house cats on the other, the man's chances of escape fell to practically zero. Big Martin had honestly been surprised by the number of supers who'd shown up to try and protect the man- especially since most of the Bulwarks seemed to be otherwise occupied -but they still didn't have enough to stop the nigh-unprecedented number of villains who had gathered for this day.
After all, who would pass up the opportunity to show Emerald City just who was really in charge?
As a dangerous and largely successful villain, Big Martin knew he had to be here for this, both to further his rep and to create more ties with Pandaemonium. It had been a while since he'd had his meeting with Gilgamesh, and finally they were able to work together to do something worth doing.
No doubt the powerful martial artist was enjoying his fight, but it was about time to end this. Calling out to the sea of assembled cats, Big Martin gave a single order.
Charge!

It was over, there was no way. In the combination of the aurora scraping off their scales, the cats constantly attacking, and the fact they couldn't give two damns about this mayor, they just found themselves not really caring anymore.
They sighed resigningly and turned tail, disappearing into an alleyway and shifting back into a humanoid form, moving to cover the burns on their back with their wolf pelt.

The cat swarm plowed through anything not quick enough to flee it, sweeping the area around the motorcade clean of any opposition. The opposing supers appeared to be retreating as well, unable to handle Aurora and Gilgamesh's dangerous powers. This front had been secured- nobody stood a chance of getting out by car anymore especially not the dear mayor. Satisfied, Big Martin left the man to Aurora, ordering his cats to cease their advance and regroup, forming dense defensive lines against any further assault.
There was still some fighting going on near the stage and in the crowd, but the sheer number of people running about made getting to those areas difficult. Besides, Big Martin felt confident enough that his allies could win there as well. All he had to do was sit tight and make sure nobody got past his battle lines.
Well done, boys and girls! Once this is over, you can go raid a fishery, as a treat. His cats rarely seemed to question his orders, but he made sure to reward them when they did well, if only out of kindness. It also didn't cost him much: his cats were adept enough to handle a small robbery on their own, so long as they remained under the influence of his power. While they were off doing that, he'd take the opportunity to try and get close to some of the more important Pandaemonium supers. Winning this would no doubt greatly increase their power in the city, which meant that now would be a better time than ever to begin aligning himself with them.
