RPG vs [Limen]

It was a cold, dreary night in the city. The coldest and dreariest night. How do the citizens stay warm and happy in this 70 degree weather and bright downtown where there are numerous restaurants, shops and other sources of entertainment? Especially when lurking around the city, there are... villains. Yep, the scum of society. They're everywhere, stealing shoes and robbing churro trucks. That's where the heroes come in. Unbeknownst to the average citizen, not all supers are bad or scary. Among the lawful evils and chaotic neutrals rises a neutral good. Or maybe chaotic good. Possibly even lawful good. Well, one might classify him under of the three goods.
RPG, sitting in a tree in a local park, rests up for the next crime. Stopping crime with his powers proves to be strenuous. If he rolls a destructive power, he would need to somehow lower the intensity to not damage the environment and citizens. If it's a weak power or a power unfavorable to the situation, he would have to get really creative. Above all, he wouldn't know how to use the powers he get. It's not like he gets any prior training on how to use them. Each of them only lasts a short duration before RPG has to move onto the next one.
Rest time's over, I guess. Dropping from the tree and into the shadow of the nearby playground, RPG had to confirm that nobody spotted him. Sneakiness was a necessary skill in being a vigilante. The moment one is noticed, one would either be labeled as a weirdo or be recognized as a super. The latter of which is the worse outcome.
I kinda wish that there was a nearby crime happening right now. At least I wouldn't have to hide.
