"Cheating? Preposterous. And I can if I so very desire." Phenomenon didn't speak with his mouth, but his mind. It would manifest as a simple, not monotonous but plain voice. There was little to no chance of this going in his side's favor, as he had presumed, but he had almost tried his last. He simply walked out of the store, the ball no longer glowing and collapsing. There was no point in staying in this place, under the drenching clouds and disappearing oxygen. He refused to be battered back completely, though, and the rain wasn't an easy obstacle to simply pass. As such, the super just sat on the counter and waited. He made sure to keep his mind open, and keeping a metaphorical eye on everything. There were very few options or actions to be had. There were no immediately available targets to be had, he couldn't effectively bother the man or the girl. Well, that was still a blessing to count. He was selfish, but didn't like to hurt kids. The puppet was another story, but an unimportant one at the moment. The important one was the weather controlling man child.

They had won! Fleet felt like dancing wildly, this was his first victory against chaos! Regrettably, none of the cats were talking, but most of them weren't going to be leaving the city any time soon, so Fleet thought he'd be able to catch the guy later.
Now, contrary to popular belief, Fleet was not stupid. He peered around, assuring that only the little girl was around, before flipping out a phone. "Heya! Do I got an idea!" He laughed into the phone, babbling about setting something up here...to combat something...before ending with a "Great! Aren't I awesome!?" He clicked the phone off before turning to the little girl with a horribly friendly smile.
"Hey~ You were a great help, not as great as me but who is?" He started forward and, if not stopped, would pat her on the shoulder, "You won't tell anyone, will you? Cause you might stop being useful 'kay?" The unspecified threat was left hanging as he meandered off, bouncing excitedly as he made to go tell how he won against Big Martin!

To think that this Fleet guy was creepy already, he has to went all psycho-act when he approached her with that creep smile on his face. Why Solomon would be on the same team as this creep is a mystery to her, but to each his own. Still, this guy just rubbed her the wrong way two ways to Tuesday, and what he just told her really isn’t improving his reputation at all. As he walked toward her, Poppet would quietly walk back and have some web pulling some of the stuff in the way between her and him.
“Not sure what you mean by “helping” you, weirdo,” Jessica said to him as it flew above her, “we’re just wanna stop the cats from leaving town.”
At the very least the guy take a hint and hopped away gleefully for whatever reason. After a little while, a voice coming from through her communication ear-piece:
“Come in, Poppet,” a mechanical monotone voice said to her, “I detected you in the vicinity and am heading your way. Maintain those cats from Big Martin in your grasp until we get there to apprehend them.”
She sort of recognized that voice from anywhere; one doesn’t mistake the sound of HaLOS’ voice from anyone else in the Keeper. Guess whatever that sentient AI have in its mechanical mind, she should stay out of its way. The last thing she need is having an AI that can control everything electrical to be an opponent.
“W-What do you think HaLOS mean by that?” she asked her doll.
“Who know? Guess old metal bolt have business with the cats-hoarder.”

The computer from the store had become a plaything, deconstructed and partially spread in front of the hardware store. The moisture would have normally rendered quite a large amount of the materials useless but a pallet of duct tape had been made for the bits to sit on. Phenomenon was sitting on a makeshift beanbag, his previous weapon turned into something more useful for the time being. Floating in front of him were the parts of the computer not currently set down, all glowing and moving swiftly around in a cluttered ball. His hands were busy with parts of the case, the shell of plastic that surrounded the old thing. Occasionally, a tool would start glowing beneath him before deconstructing and donating some of its parts to whatever he was making. He didn't seem too horribly upset by his loss here, as it was a win-win situation for him. Either Big Martin got away with all his cats and then he had made an ally, or the cats were all trapped and a large potential threat was somewhat lessened. It seemed only logical that such a big name villain would find a way to get his power back, but that would be talked out later. After all, Phenomenon had tried to help.
The girl didn't worry him anymore either, because now they weren't at odds in any way. He doubted there was a whole awful lot he could do, given his main target would be a puppet. There was still no way he was going to harm the girl. Poppet, he knew. The only Keeper, or super that he could recall in general, with such a giveaway companion. Speaking of companions, his two were finished. With the hard plastic case of the monitor and the tower, as this was an old computer that had a whole lot of it, he had broken pieces suited to fit the basic shape of two cats. Separate constructs, bulky little things with very little detail but they did move on their own. The tools provided the moving parts he had needed and they walked like little wind up toys, but instead of anything to turn they were powered by small batteries. They walked alongside him on either side, wobbling along barely fast enough to keep up with his long steps. He was making his way along the street carefully, returning to some undisclosed safe place. First, he had a passing few words for his fellow Keeper. Still all telepathic. "I hope to work on the same side as you next time." Phenomenon wasn't big on compliments or the giving of them, but it was about as much as he gave right there. He and his companions walked on away, the former sopping wet and slightly perturbed but the latter just making their way along the road. One of them stopped and fell over as he walked away, the battery having died, but the other was still hobbling along.

The cats wriggled and struggled against Poppet's web, trying vainly to escape, yowling and hissing loudly. However, none of them were talking, or coordinating, or doing any of the things they usually did when Big Martin was in control. Rather, they were acting more or less like ordinary cats. No attempt at mind-scanning or coercion would reveal anything other than perfectly conventional felines, unable to vocalize anything more than a meow or think about anything more complex than catching mice. They were the same cats, but... something was missing. Something had been missing the whole time.
Some hours later, investigators searching the woods after the incident would find the collapsed body of a lone man, some distance from the battlefield. A quick examination indicated some kind of seizure had wracked his body, leaving him alive but comatose. Finding someone like this in the vicinity of a presumed super conflict was suspicious, but nothing about the man indicated that he might be one.
Quietly, they rushed him off to a hospital, to be questioned when- or if -he awoke.
