An orphan, looking for a family

As you've all probably noticed by now, Big Martin recently kicked the bucket. While I will miss writing him a great deal, I felt like it was a good end for him.
His death has left me with a great deal of Notoriety on my hands, however, which has allowed me to move forward my long-simmering plans for a character starting at higher levels. Rather than try to replace BM with another older villain, I thought I'd try something different, something that would tie a new character more tightly in to the existing dynamics between the various factions of this site.
My new character has been orphaned. Quite recently, perhaps a few months to a year ago. While I could just play her like that, I thought it might be a great deal more interesting if she were to be adopted (as a civilian) by an existing super, or by a super's family, as a new daughter/sister.
This character will be thirteen years old and female. Pick a scenario.
1. Available to Bulwarks, Reins, Pandas, and Unaligned/Civilian characters.
Moved by some generous instinct, you or your family has decided to take in an orphan. She is already living in Emerald City and going to school there, so settling her in can't be too hard, right? The opportunity is made even more tempting when you hear that some obscure grant will provide funding to whomever is willing to take care of the girl, to help ensure that she is well cared for. However, you are warned that this orphan was rescued from an abusive and traumatic situation, and may exhibit strange or antisocial behaviors at times.
2. Available to Keepers.
Higher-ups within the Keepers organization have offered you a task, an opportunity to prove your worth and benefit the group as a whole. All they ask is that you take in an orphaned girl, and take care of her civilian life, ensuring that she is fed and sheltered and covertly reporting on her behavior to the Keepers. In return, they will provide additional funding and support, and may reward you further should you perform the task well.
Should you not, they advise you, the task itself will see to your punishment.
