Deep in the bustling, corporate end of Downtown Emerald City, one of the several Police Precincts lies. It is nestled under the watchful eye of keen surveillance and the security hired through the endorsements of the wealthy who seek to keep their businesses safe from the constant threat of criminal activity. A concrete building, clearly built in the city's earlier years, it is embossed with its title and founding date, waving the American flag from two grand black flagpoles. It stands out from those around it; the stunning glass faces of skyscrapers which flank it either side overwhelm its otherwise grand structure. Inside, it is equally as up to date as its taller peers. Glass doors give way to a clinical, clean reception room, with rows of generic blue padded seats and a bulletproof booth which is attended twenty-four-seven. For those lucky enough to pass through the heavily secured right-hand door at the back of the precinct, rather than the left which leads to various holding cells and visitation rooms, the flourescent lighting sheds onto a more office-like setting. Desks are set in an open-plan space for the more junior ranks, with offices ringing around it over a total of three floors. Glass bannisters on each level permit for surveillance from each floor down onto the open desk space, rendering attempts from such a public access almost entirely redundant. At the far end of the left hand side of the space, the room merges into a corridor which leads spiralling down to basement level and into a secure room lined with evidence lockers, classified files, and case reports. There are few access points beyond this single corridor, with the exception of a locked fire escape and a few barred windows which may permit access to the more hard to reach areas of the ground floor. With such impenetrable walls and the eyes in the sky which provide extra insurance, it makes for an unlikely and menacing target for anyone seeking information.
Amongst the many case files held 'sub-zero', a collection of files identified, albeit unpowered, street gang members and opposing factions sits, arranged into a particular cabinet on the bottom floor. Having been made aware of this information's existence, Rein Initiative shows a distinct interest in acquiring it for the benefit of their operations. It could provide key details that may give them, or maybe even more concerningly, an edge in the battle for control over Emerald City's peace or chaos. Anyone interested in collecting this information would have to break in and access the basement level of the precinct without causing too much, if any, alarm.
Stood around twenty metres from the front of the police precinct, Jersey leaned, hood up, against the bricks of an adjacent building. A bandana concealed the majority of her face below the eyes, while her arched neck left the hood casting a shadow over anything visible. Beneath her attire, she was armed to the teeth - in her pockets, she bore her sterling silver knuckles, through which she had already looped her fingers. Slung like a backpack, her holsters for her dual Beretta 92FS pistols rest at her ribs with the Uzi strapped in between her shoulderblades. Bandoliers and pouches concealed a variety of ammunition and non-lethal grenades, tightly strapped against her figure to allow for maximum coverage of her illegal cargo. With night already well set in, and the waxing moon shedding soft, white light on top of the dimmed streetlights, there was no better time than the present to begin.
Scheme: Infiltrate the Police Precinct as quietly and deftly as possible, so as to penetrate 'sub-zero', and obtain the files on the members of the street gangs, with the intent of finding information on Unpowered Pandaemonium members that had been identified by ECPD in the past.

Hope appeared at Jersey's side, hood pulled up and over the top of his head, clad all in white; his typical 'tactical' garb. Beneath his coat were a selection of three Beretta weapons: A Beretta 92, chambered in 9x19mm Parabellum, with a 15 round box magazine feeding system; a Beretta 93R, once again chambered in 9x19mm Parabellum, this variant being burst fire, but maintaining the 15 round box magazine feed system. The final weapon was his strange Beretta Stampede Carbine; chambered in .45 Long Colt, designed for sharpshooting, or hard-hitting, whichever might occur at the time. Respectively, they were upon his hip, chest and back; in separate holsters or slings. He leans against the wall opposite her, tossing a can of coffee to the side, before looking up to her and smiling.
"A heist's not your typical date, Jersey. Didn't think I'd let you have all the fun, did you?". He grins widely, checking all three of his weapons for readiness and loading them. He begins to scope out the initial exterior, and brief interior of the building, casing it for potential entry points; not that Jersey and Hope would find it especially difficult to get all the way to 'sub-zero', lest opposition were to interrupt their plans. Hope knew they'd have to act both soon, and in unison, utilizing the best of the both of their powers; after all, together, they were some of the most formidable thieves the world would ever have seen.

Sanduleak yawned as he sat atop a roof, it had been hard being as patient as he was but in the end it was worth it. Take one guard, knock him out, replace him with a sanduleak clone morphed to his appearance, and bob's your uncle, Sanduleak had an idea where those damn files were. He had heard them mentioned by a few guards when he did his first jail break and now it was time to reap the rewards of that rumor.
"Hold on appears we got some guests."
He murmured to himself as he leaned over the edge and focused his eye sight on the pair by the building...Shit Rein, why were they here? Oh right those cold files or whatever...DOUBLE SHIT! They couldn't get those things any time soon, like hell he'd allow them info and control like that, especially on his faction.
"Hm......times like this I must ask myself...what would Limen do?"
It took a half minute before a smiling emoticon appeared on his face as he dashed off the building but quickly morphed his suit into the surrounding areas color to camoflage himself as he headed into the building. This was not the Limen thought, the Limen thought was the screen he had left behind showing a massive Sanduleak's upper body that clapped to grab everyone's attention.
"AHEM LADIES AND GENTLEMEN I WOULD LIKE TO INFORM YOU OF SOME FANTASTIC NEWS...YOU'RE BEING ROBBED BLIND BY SANDULEAK BEFORE THOSE REIN BASTADS HAVE FUN!!!"
With an implied wink, the screen released a bright flash to light up the street and make Sanduleak's infiltration less noticeable in an ironic way. He grinned while he ran through, a shimmer in the building while thinking.
"Limen would love that flash with the robbed blind pun hahahaha"
Opposition: If Keeper's can hide their info, THEN SO CAN WE!!!

The police would always think twice before dealing with any of the supers in the Pandaemonium; after all, they are capable of leveling the whole city if they so much as sneezed on a building. Under the new leadership of Aurora, many supers from the other factions has grown worry of what she can bring to her faction. After all, she lead the rebuilding the dock after the first dragon attack, she brought supplies in order to sustain the members and anyone around the dock who are too poor to survive.
Giza has grown quite worry: not from how far the Pandaemonium become, but more about what he has to offer the faction. So far most of them has managed to contribute something to the team, and he is lagging behind. And now that his biggest rival, Blue Jay, has decided to turn against the Bulwark and joined the Horde, Giza worried that he might become obsolete to Aurora if he doesn't do something. He has some doubt on Blue Jay, of course; in all likelihood, he might act as a Bulwark’s spy to get inside the faction and sabotage them from the inside. However, since their faction loss two valuable members during the last dragon fight, they will need all the help they can get.
Which is why Giza is looking down on the police precinct; from the fail prison-break attempt few months back, the police has gathered up the information on some of the unpowered Pandaemonium. Even though Aurora doesn’t care much about the unpowered, Giza believed otherwise; that was the whole point of his attempt in freeing the unpowered from jail. Even if they might contribute little to the team, they can still have some worth in keeping. If the police have the files on the unpowered Pandaemonium, the other factions might use them to further weaken his faction.
“Hm,” Giza trace his finger across his chin, “The precinct probably doesn’t have many officers in right now, considering most of them are on duty doing the search and rescue out there. This is my chance.”
To be honest, he didn’t worry about the police officers inside; he can easily kick their butt without putting effort into it. It’s the other supers that he need to keep an eye out; assuming most of the supers isn’t a bunch of idiots, some of the goody-two-shoes probably come to a same conclusion and decided to get those information now. Giza just need to get to the information before they do and destroyed them from existence. He only hope that some of the other Pandaemonium member would feel the same way when he let them know what he was doing. Fighting an army of cops by himself is easy; fighting a small group of super, that is the challenge.
Opposing: search and destroy, leaving no evident on the unpowered Pandaemonium behind. You are not getting your dirty hand on those files without a fight.

Limen’s name had been muttered aloud twice, and so like some kind of ghost and because today was 60% off summoning rituals, she was obligated to show up. She had also been following Dukes in the shadows for the past twenty minutes, but that was irrelevant. As were the floral-scented water balloons in her bag. From her lurkings in the shadows, she was putting the final touches on setting up a pet project of hers that she’d been working on for the past month. The final motion was set, Sanduleak started yelling, and Limen was invited for the second time to join the conversation. And so she did. With a slight running start from behind an AC unit on the neighbouring roof above, she deftly leapt the gap and rolled, popping quietly up beside Sanduleak. Her introduction had already been given, and of course she knew who Dukes was. “The great and powerful Limen would cut their power, take control of their security system, and-” With a flick of her index finger, a song began to play over the ECPD’s com system, loud enough to be heard outside and felt in the concrete. “Their sound system. Hope they like the dark, and AC/DC.” Limen said, following with a cartoonishly evil chuckle. Innocently smiling and tilting her head to the side, she mused, “Which, come to think of it, includes the cell doors holding our Pandafriend inmates, starting right about-” She checked her watch and her smile twisted upwards into a mad grin. “Now.” Even from here she could see panic flash onto the faces of a few of the officers. As though several supers weren’t bad enough. In a quick scan of the area, she’d caught sight of Giza. Not making quite the show they were - thus why the archer hadn’t spotted him immediately - but she doubted that would last long. Her grin turned from the police station and the supers below directly to Sanduleak. She nodded her head in the direction of Giza. “Let’s give ‘em hell, Dukes.” OPPOSING: WHO THE HELL DO YOU THINK WE ARE?!

A thunderclap sounded through the city blocks, coming from a block away from the precinct. If one were to watch the sky, one would be able to clearly see someone jump from the origin of the sound to the government supers. He landed with ease, his jacket flapping wildly until his landing. Dust walked to the other two, having landed a small distance back; the shock wave from his descent could be bothersome. His voice was muffled very slightly by his mask, and it was naturally very soft. "Dust, reporting." It was quite possibly all he would say throughout the mission, as he rarely spoke anyway. Out of them, he was the least subtle; the opponents they were facing were not particularly so, and as such his assistance was deemed appropriate. On his way to the location, he had spotted his apparent enemies and already began planning.
The shorter super walked past his two allies, toward the building. There was no point waiting anymore, as the opposition had been spotted and this would likely require some force. Stealth was all well and good, but with alarmed police officers, freed prisoners, and the well known Pandaemonium members that were also going on the attack, it wouldn't do the job for them well enough. Not to mention that he lacked what one would consider traditional stealth skill. Dust moved without any real fear in his gait, striding toward the station quickly. He was not easily cowed, even knowing what a mess everything would likely turn into. Regardless of how it turned out, he would be mostly unaffected. If they were to win, he would leave the other two to do what they pleased with the files. If not, then he would simply leave and await orders as per usual.
Supporting: Those files are conducive to success in keeping order.

Sanduleak flashed a smile at her before running to the lower floors of the buildings. He really hadn't planned this out well, he didn't know the exact layout, didn't know what the rein could do, and didn't know what to do exactly when he got the files...perfect this was exactly the kinda situation he could handle. No plan, ac/dc blaring over speakers, and total chaos caused by his archer and magician friends. Why couldn't all schemes go this well. He turned a corner and saw a group of officers rush him.
"Huh Deja vu."
He grinned before winking once, in an instant he was past the guards as they fell to floor with hand cuffs on.
"Our tax dollars at work haha good job gentlemen."

From up the rooftop, Giza noticed two other familiar Pandaemonium member; seems that fate like the idea of having Sanduleak and Limen working with him once again when it involving the unpowered member of the faction. They were the two who aided him in breaking out of a prison, and now they’ll be helping him breaking in a police precinct. Talk about irony. Seeing Limen nodded her head toward his direction, he can only assume she noticed him there.
And as he was expecting, three more super that he has never met before also decided to show up as well, like bees being drawn to honey. They doesn’t seems to be working for any faction that he recognized, however; Giza was assuming the Keeper would show up with their minions to get information since, after all, information was their bread and butter. These three, however, doesn’t seems like the type that committed themselves in some weird power-hungry cult.
Either way, he will not let any of them get their hand on those files. There’s no point of being sneaky, considering that both Limen and Sanduleak are here. As far as he can tell, those two has never done anything quiet and simple. They love the showmanship in whatever mission they’re on, and Giza couldn’t think of any other way. So to not keeping anyone waiting for the show, Giza stepped out of the shadow and walked on the air toward the police station.

Slinking around the pillar, Jersey hacked a rough cough as Giza employed the unusual powder on the police forces around them. Having dispensed the last bullet in the magazine of the Uzi, she slung the sleek black weapon across her back, evidently no longer finding it of use. Hanging low behind her cover for a few moments to catch her breath, she vigorously planned her next move. The panic-induced cacophony rose through the air, alarm bells firing off as the buildings in the local area were swiftly reduced to ruin by Dust's actions in pursuit of Giza. As the visibility improved and the ground settled, Jersey stole a chance to inspect the poorly suited battlefield, inhaling as she prepared to set out on her next strategic decision.

Just as Hope was about to dart around the corner, having already activated his power, it was too late. He'd been spotted beforehand. Sanduleak's clone imploded with sheer luminescent force, right in his face. Temporarily stunning him, it was not enough to deal any lasting damage, but certainly enough to prevent him from acting in the immediate instance. Having gained back his sight, and muttering some profanities, he reactivated his power and darted into cover; preparing for his next action.

Giza looked back at the building that he was on crumble right before his eye; good thing he managed to walk out of there in time, otherwise he’ll be under a ton of rubble by now. These supers are obviously not working for the Bulwark or the Keeper, considering how they just destroyed a building just to take him out. Could they be a new rival gang that’s targeting the Pandaemonium in order to usurp their position in the city?
Well there’s no time to question about it now; the information on those unpowered Pandaemonium must not get in their hand. Who know what these monsters will do to them when they get their hand on those guys.
“Guess you’re not much of being subtle here, aren’t you?” he turned to Dust, “and here I thought Blue Jay is the most destructive super around here.”
Giza get himself ready; he has a little idea that could perhaps diverge these people's attention away from Limen and Sanduleak to do their business. After all, if this guy can leveled a building with his power, then who know what the other two can do.

Focusing on one super when there were three attacking you had some pros and cons. On one hand it meant she kept a really good eye on that one fellow. On the other, it meant she heard the gunshots rather than saw them. Limen reacted quickly enough to tackle the nearby Sanduleak to the ground, but not enough so to fully avoid the barrage of bullets. One skimmed her back, not entering her ribs and avoiding important internal bits, but taking out a good hunk of skin with it, and sending that white hot pain through where it streaked.
A clever use of physics had situated a parked car between them and the gunfire. While she waited for the gunfire to stop, Limen glanced back at the wound. New holes had been poked in her sweatshirt - the needle and thread were going to need to be employed tonight - and the cloth was beginning to soak up the dark red. Pulling herself (somewhat painfully - she was going to have to give herself a couple moments to adjust to her back’s newfound distaste for moving) to a crouch, she quickly dug through her bag and pulled out the first large adhesive bandage she could find and slapped it on.
She also pulled out several water balloons, and with them returned her wide grin.

Sanduleak yelped as he was shoved to the ground in the wake of gunfire. He was about to celebrate having successfully blinded that one rein bastard but then heard a hiss of pain and turned to see Limen with a growing dark red spot on her back...Big mistake...
"Ya know I was just gonna steal the files and go but now destroying the entire city block seems to be a much better option for them."
He sat behind the car and began making designs in his mind, in preparation for the tricks he would pull like his fellow panda's.
