The destruction on the docks looked bad while she was still fighting the dragon, but somehow it looked even worse up close. By the time the fight was done and Aurora was done dissolving all of the rubble in the suburbs into particles, most of the buildings hit by the fire had already burned to the ground, though the fire was still spreading fast. The streets weren't exactly clean, there was trash everywhere, the houses weren't that well built and were made out of cheaper materials the fire could eat through quickly, and they were built so closely together that the fire was able to spread quickly. When Aurora laid her eyes on the mess, she quickly realized that there was no point in saving this place. Given this was the slums and it was already a huge mess that was terrible to live in, it didn't seem like much was lost. It was an opportunity to clean up this area, a chance to make it perhaps somewhat pleasant even.
The first order of business was to put out the fire so it didn't rage across the entire city. As much as this place needed to be torn down to be rebuilt, an uncontrolled fire wasn't the way to do it. Fortunately, Aurora's power could put out fires decently enough; not by targeting the actual fire, but by taking away all of its fuel. She was able to contain it quickly enough. She was even able to clean up everything else fairly quickly thanks to the nature of her power. The clean up was the easy part, it was done in less than an hour, it was the rebuilding that would take time. She made sure that everyone had what they needed to rebuild though. She did her best to gather as many people, powered or otherwise, to start the reconstruction with the promise that as long as they helped she'd make sure they at least had food, water, and a place to sleep. Getting materials for them wasn't too difficult either. Aurora was more than happy to raid some of those upscale stores for wood, bricks, and even flowers, trees, and other gardening supplies. Most of those stores survived on the labor from the people that lived here, so she figured they'd be more than happy to reinvest in their community.

The reconstruction was moving more slowly than Aurora liked. She didn't blame the workers. Only a small percentage of them actually worked in construction, and only a slightly larger percentage were strong enough to handle a lot of the tasks. What was really slowing them down was people taking advantage of the situation for their own benefit. Looters, thieves, people that took goods and materials given to them only to turn around and try to sell them...all of these people had to be stopped. It wasn't an unexpected roadblock given how much higher the crime rate was in this part of the city, but even Aurora was surprised by how bad it was. So much food was disappearing, so many building materials were being taken, and most disturbing of all, many people were disappearing too. There were few things that irritated her more than people taking advantage of tragedies like this. Even she was willing to leave the police alone despite how much she hated them when they were brutally attacked, she expected other people to do the same. If they weren't willing, well she supposed she'd have to convince them that this was a terrible idea. Aurora hadn't slept since the dragon attack 4 days ago, and even though she had no patience for people like this ever, she somehow had even less patience for them now. She didn't care if most of them were likely part of Pandaemonium, she was still going to shut them down.
SCHEME: Rebuilding the docks, and establishing some sense of order on them via beating up the people taking advantage of the situation.

Bloodbath grimaced as a man took off running, hoisting a bag over his shoulder, reeking of precious food and water. He didn't make it far, tripped up by a thread of blood that materialized under him. Bloodbath tugged him back, looking depressed as ever. As soon as he snatched back the bag, handing it back to its original owner, he hoisted the man up by his ankles.
The snap that rang out seemed to shock even Bloodbath, who released the man, watching him dangerously as he hobbled away on his new broken leg.
He cast a glance over to the houses, some blood creatures helping pound nails into place or just providing much needed support.
Despite his assistance, the men and women of the Dock gave him a wide berth, understandable considering he had just snapped a man's leg like a toothpick.
He leaned against the wall, waiting for the next hoodlum to try his luck.

There had been a lot of cats handing around the Docks, recently.
In the aftermath of the Dragon attack, Big Martin had taken it upon himself to start getting in touch with his fellow supers. He'd been doing well enough operating on his own, previously, but the twin experiences of being outnumbered by five enemies and outgunned by a reality-warping monster had spooked him a little. As a result, he'd started tracking down Pandaemonium members, seeking their allegiance. First had been Gilgamesh, and the man had given him some other names to look for. Limen. Awenydd. Aurora Discio.
The latter was extremely easy to find- her power was pretty obviously visible. Cats slunk through the alleyways, keeping an eye on her activities.
"She's building stuff, Big Martin!"
I'm not surprised. About time someone helped fix up this dump... and established control over it.
"Should we catch her?"
Nah. We can do that later, if we have to, but we should try the easy way first. I'm sending reinforcements- make sure nobody gets in her way.
Supporting: Time to build up some goodwill with Pandaemonium.

Gluttony was out in the slums, but for a very different reason than what he imagined most other supers would be.
He was going to take advantage of the chaos and glean some information about the "leader" of Pandaemonium, Mosh Man.
It was information that other supers would undoubtedly be interested in. It would be enough, hopefully, to possibly buy some guaranteed protection for his restaurant. It would certainly be worth more than a few favors to other Keepers, as long as it was good information.
He was interrogating a particularly shady character when a loud snap rang out from nearby. Gluttony was no stranger to the sound of bones breaking, and it was distraction enough for the terrified man in front of him to escape. It didn't matter much to Gluttony, though. If there were bones breaking nearby, the Pandas were likely close too. If they were around, that worked out to the large super's favor. Nobody else would know of Mosh Man's weaknesses better than those who work under him, after all.
Gluttony grabbed an apple from his pocket an started walking towards the sound, a malicious look in his eyes. He was determined to obtain his information, one way or another.

HaLOS spend most of its time redesigning and tweak the new bulldozer that it got from the dragon attack. The vehicle clearly designed by someone with at least some intelligent in mechanic, even if their workmanship is slightly crude and unpolished. It took HaLOS quite some time to put some modification on the vehicle in order to make it useful in a combat situation.
After some modifications later, the bulldozer now looked like a war-machine, fully plated with strong titanium alloy, making it fully bullet proof that even anti-tank ammunition won’t be able to penetrate its armor. Inside the bulldozer, the empty area where a suppose driver should be sitting is completely replace with new upgraded state-of-the-art hardware, able for HaLOS to sense the world around it.
Arming inside the bulldozer are multiple high-caliber rifle, anti-aircraft missiles, rounds after rounds of machine-gun, and exploding shell that can pierce through concrete like paper. The whole vehicle is powered by an electrical battery cell that is powerful enough to keep a hospital working in a week of blackout. This vehicle is built with the intension of facing an army of unpowered soldiers out in a war-zone, but it need to see if this vehicle can be reliable facing against supers. In order to test that out, HaLOS need hard data from an actual combat encounter with a group of supers. And thus HaLOS looked through the still-functioning traffic cameras around the city in order to locate some supers to throw this war-machine to.
“Scanning the dock completed: three possible supers congregated around the slum, seemingly cleaning up the destruction that the dragon caused. Identify targets to be Aurora, Bloodbath, and Martin; searching files on those three’s power data.”
HaLOS also managed to locate one of the Keeper also close by; scanning the Keeper agent, HaLOS recognized the figure:
“Codename Gluttony, possible ally. Data found on Aurora, Bloodbath and Martin. Possible collateral damage: unavoidable, out-come irrelevant. Begin the experiment now.”
With a loud roar of the engine, HaLOS have fully control of the bulldozer and began to make its way toward the slum. As of now, HaLOS’ primary mission is to test-drive the prototype that it just created. If any civilians were stupid enough to get in the way of this experiment, then they can just die right there and save a lot of trouble.

A cat sniffed the air. Stinky, like garbage and burnt things and salt, just like the Docks usually were- but that wasn't all its nose was picking up. There was something more interesting out there, a metallic smell, a strange mixture of two familiar scents it remembered from the Great War of the Fishy. Another, too, entirely unfamiliar. The cat meowed, and glanced at its fellows, who appeared to have cottoned on to the coming disturbance. Their tails swished as one of them spoke, the words relayed via a complex mental link to one who might make sense of this new information.
"Big Martin? There are weird things, moving closer. One of them has a big, big truck, and the other one has an apple!"
Noted. Shutting off his own senses, the leader of the assembled feline forces allowed himself to smell what they were smelling, and quickly cross-checked it with noises heard by his scouts. They're being too sneaky... not exactly stealthy, but not announcing their arrival either, and certainly not trying to help. He paused, considering for a moment. Could be other Pandas, but even those may be enemies, at least to me. Let's not leave it to chance. Form squadrons, and prepare to engage!
The cats began to move, gathering in groups, more and more of them swarming together with each passing moment. The Dragon had done a number on Big Martin, but his armies had only grown stronger since then.

Gluttony wasn't expecting allies when he undertook his task. Put simply, he doubted many others would even think of pressing an advantage such as the one before him, let alone actually acting on it. That was, in turn, also an advantage to use. Since most wouldn't expect someone to try to use such a terrible situation to further their own agendas, he figured it was exactly the moment to strike. Or learn, in his case.
Gluttony had a thought on his way to the Pandas. This was his first unofficial "mission" that he undertook that might actually be of real benefit to his fellow Keepers. It was a pleasant thought, he had to admit. Sure, it would benefit him, should he manage to get his information, but he was a member of a faction for a reason. If he wasn't willing to be a team player, he would have stayed on his own. It was enough to make him determined to see this through, even if he were to fail.
After all, if he lived, he could always try again. And at the very least, he was going to be learning about the enemies ahead.

Aurora noticed the unusual amount of cats on the docks lately. She hated cats. The only reason she was even tolerating them was because they were taking care of some of the vermin in the area. With as many of them as there were, they were practically becoming vermin themselves though. If their presence during the dragon's attack didn't make it clear that they were likely being controlled by a super, she probably would have started eliminating them by now, but their presence in that fight was enough to get her to ignore them for a little while longer at least. That wouldn't last if they got in her way here. There was no room for mercy in this fight. Her aurora filled the sky signaling her coming. The next few targets weren't that much further.
However, things were never that simple. A large bulldozer sped through the streets, ignoring anything in its path. This was several levels of unacceptable. Rebuilding wasn't easy to begin with, so losing any progress at all pissed her off. More than that though, it was in her way now.
"Dullahan! I told you to go get more fertilizer and trees and to take care of things on the other side!" Aurora glared at the bulldozer.
A closer look made her narrow her eyes further. It had a similar style to Dullahan's creations, but this thing was far too polished. As effective as Dullahan's machines were, they all looked like complete shit and like they might fall apart at any second. It took Aurora a long time to get used to how effective, and oddly even safe, they were despite their looks. This machine was much more polished and didn't look like it was going to fall apart at the seams at any given moment. Coming to a stop, she folded her arms.
"You're not Dullahan. You have five seconds to get out of here before I turn that thing into dust."

Bloodbath let his face pull upward in a smile as a cat brushed past, leaning down to pat it. He could remember an odd person after the battle, if he was lucky enough, these were one of his cats!
He froze as a whirring and footsteps reached his ears, bringing up a stream of blood. Judging from the screams and scrambling away, the rest of the Dock population recognized the danger, giving him room to assume his natural battle stance.
His lips peeled back in a frown, these two looked really mean...he didn't like that. Get o-out!" He growled out as forcefully as he could, rearing his bloodstream in the fashion of a snake toward the dangerous looking man with the apple, "Or...or, or...I-I'll hurt y-you!"

HaLOS’s bulldozer emerged out of the water like an alligator emerged out of the swamp; the vehicle was proven to be quite effective moving over the body of water toward the dock. So far no leaks, so that’s a check on the water-proof section of the vehicle. As it plows through the area, civilians dodge out of the incoming bulldozer as HaLOS controlled it through the area. When it arrived, Aurora mistook it to be one of her associate; it took her some second thought to realize this vehicle is no longer belonging to Dullahan. She even gave it an ultimatum to leave the area, both her and Bloodbath.
“I’m afraid I can’t do that, Aurora,” HaLOS spoke through one of the speaker in the vehicle, letting out a monotone and emotionless voice, “this inquiry is important to my data collection. You all will part of my experiment in order to test out this design.”
As soon as it finished explaining the situation, HaLOS opened out the back of the vehicle to reveal a small part of its arsenal to all of them:
“Do not be alarm, the experiment will be so agonizing that you won’t feel a thing when it is over.”

The big fellow, apparently a different size-changer than the one Martin had fought before, was too large for the cats to get at easily, his height protecting him from their desperate leaps at his face. Luckily, however, a friendly face was on the scene, quickly moving to take on the hulking intruder.
As for the bulldozer, which emerged dripping from the sea, a monster from the deep, it appeared to be struggling. Aurora's power tore pieces off it even as Martin's cats pounced on anything that looked like a sensor. Between them, they had the huge machine locked down, unable to find a target or activate its weapons before they were torn away.
Big Martin smiled. Clean, quick, efficient. He and Pandaemonium made a surprisingly good team. All the more reason to work with them. As soon as they'd cleared out these chumps, he'd seek out Aurora Discio, and hopefully find out a little more about the enigmatic woman who so often appeared at the heart of the group's operations.
He turned his attention to his cats, calling out to them with his mind. All right, boys and girls, let's finish this off. Group up, and get ready to move...

For a moment, something interfered with HaLOS’ connection with the bulldozer. As soon as it regained its connection link once again, the warning light started flashing in its vision. Scanning the data of what happen, HaLOS noticed some of the vehicle piece started to dissolve away into Aurora’s colorful aurora light above her. As soon as it noticed what is happening, HaLOS controlled the vehicle away from her power, nearly ran over some of the cats around the area as they jumped onto the vehicle going all weird like they’re high on cat-nip.
The more they claw on the exterior, the more pain their little claw must feel, but it still let out a screeching sound that could make their hair stand. After analyzing the damage that it took, some of the arsenal that HaLOS installed in the bulldozer seems to get corroded away, causing some of them to be unusable in the situation. HaLOS looked at Gluttony, who currently have Bloodbath latched on to him and seems like draining his blood away while he’s in his large size.
“Gluttony,” it said to him, “this unit does not think making yourself a bigger target would help in the situation.”
Clearly these supers took the short moment of HaLOS’ lost connectivity to their advantages, so HaLOS need to come up with a strategy in order to retaliate.

Gluttony turned towards the bulldozer as it arrived. When he heard the voice, he had no doubts who it was. Any Keeper in the area knew of the AI, but seeing it in control of the war machine front of him caught the large super by surprise, just long enough for him to be latched onto. When the machine behind him spoke again, Gluttony sighed. Was it really so difficult for it to understand that it wasn't the time for constructive criticism?
He then turned to one holding on to him. What a strange form of attack, draining an enemy's blood. Certainly worth taking note of for future endeavors.
